CITY OF NORTH OLMSTED
"TOGETHER WE CAN MAKE A DIFFERENCE!"
CIVIL SERVICE COMMISSION
MINUTES— MAY 19, 2003
COUNCIL'S CAUCUS ROOM
7:00 PM
I. ROLL CALL:
Chairman Thomay called the meeting to order at 7:00 p.m.
PRESENT: Chairman J. Thomay and Board member R. Giesser.
ALSO PRESENT: Civil Service Secretary, D. Rote.
ABSENT: Board member P. Martin.
II. DISPOSITION OF MINUTES:
The Civil Service minutes dated April 21, 2003 have been submitted for approval.
J. Thomay motioned to approve the Civil Service minutes dated April 21, 2003 as written. R.
Giesser seconded the motion, which was unanimously approved.
III. REPORTS:
There were (9) pieces of correspondence received and (16) pieces of correspondence sent out.
J. Thomay motioned to approve the reports as submitted. R. Giesser seconded the motion,
which was unanimously approved.
IV. OLD BUSINESS:
The Commissioners need to address revising the Civil Service Handbook.
Mr. Thomay indicated that again Civil Service would have to table any discussions regarding the
Civil Service Handbook, as not all members are present.
V. NEW BUSINESS:
Commissioners need to motion to drop the book (Building Construction for the Fire Services, 3rd
edition, 1992) from the list of suggested reading material for the Assistant Fire Chief written
examination. There will only be four (4) books used for the written examination.
Mr. Thomay voiced that his understanding of the memos regarding one of the Assistant Fire Chiefs
testing books on the study book list is the wrong edition. Once the study list was posted it was
found that the Fire stations had a study book 2nd edition not 3rd as listed on the study book list. He
questioned if the Fire department had the 3rd edition now. Mrs. Rote felt that the Fire station in fact
had the books now, but the candidates no longer have 30 days in which to study the new book
before the test. To use the new book with less than 30 days, the test candidates would have to sign a
waver accepting a book with less than 30 days to study it. Mr. Thomay questioned how important
the book was to the test. Mrs. Rote indicated that the testing company as well as the Fire Chief felt
that the test would be just as effective without the book. The Law Department was asked for a legal
opinion regarding eliminating the book from the list. Mr. Dubelko's response was that so long as it
works for the Fire Chief and the testing Service he certainly would recommend it. Otherwise, there
