CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION MEETING <br />MINUTES — OCTOBER 22, 2003 <br />COUNCIL'S CAUCUS ROOM <br />8:30 A.M. <br />ROLL CALL: 8:40 a.m. <br />Chairman Thomay called the meeting to order at 8:40 a.m. <br />PRESENT: Chairman J. Thomay, Commission members R. Giesser and M. Ubaldi <br />ALSO PRESENT: Assistant Law Director Bryan O'Malley and Civil Service Secretary Donna Rote. <br />II. DISPOSITION OF MINUTES: <br />III. CORRESPONDENCE: <br />There were (2) pieces of correspondence received and (2) piece of correspondence sent out. <br />John Thomay motion to approve the correspondences as submitted. R. Giesser seconded the motion, <br />which was unanimously approved. <br />IV. OLD BUSINESS: <br />Commissioners need to make motions on administering a Building Inspectors exam: <br />Mr. Thomay reviewed past Building Inspector test shows 20 applicants took the test and three out of the <br />twenty failed the test. The questions posed to CPS testing company were answered and they have indicated <br />that their tests are not state specific. He directed the clerk to contact the Ohio Building Inspector agency to <br />seek help finding a testing company capable of administering a test. Other Civil Service offices should be <br />contacted to find out what procedures they use for hiring Building Inspectors. <br />Discussion regarding Classified & Unclassified positions: <br />Ms. Giesser indicated that although it is not on the docket she would like to discuss the topic of classified <br />and unclassified positions. She felt that the commission should have a workday meeting to meet with the <br />head of personnel, and all department heads to discuss job descriptions. The commission would require job <br />descriptions for each of the positions in the database before the meeting. Mr. Thomay advised the secretary <br />to send each department head a copy of the list, which shows which positions within their department that <br />will be reviewed so they know what to be prepared to answer questions on. Mr. O'Malley suggested that <br />the commission address the two individual positions, which are, before the commission first then expand <br />their review to the other positions. He felt it would be hard for the commission to try to address all positions <br />in question at one time. He suggested that after resolving the Systems Supervisor & the Animal Wardens <br />classification then address each department one at a time. Mr. Ubaldi suggested that he was amazed that it <br />has gone on for so long without any classification. He questioned if that was not against State Law. Ms. <br />Giesser voiced that she is concerned about addressing just the two in question first then moving on. She is <br />concerned that decisions made on one department may have implications on other departments. She feels <br />that the biggest decision is going to be defming who is unskilled labor. If the Commissioners could have <br />some kind of definitions which exists for each position and then get our own idea of each of the positions it <br />will make it easier to complete the task. Mr. O'Malley suggested that although local codes does not have a <br />definition for Unskilled Labor. State Laws have definitions of Classified Classifications and Unclassified <br />Classifications he believes under 124.01 or 124.03. In 124. 11, ORC has the term Unskilled Labor in a pool <br />list, which is listed as Classified. The City of North Olmsted categorizes Unskilled Labor as Unclassified. <br />He reviewed finding a case law, which involved a local city worker, which was resolved in court. Mr. <br />Thomay requested Mr. O'Malley provide the commission with case law involving North Olmsted so they <br />could be familiar with past situations which may have taken place. Ms. Giesser felt that scheduling the <br />meetings with each department for half-hour intervals and just rescheduling departments if more time is <br />needed for a particular department should work. They could still address the two in question first. Mr. <br />
