CITY OF NORTH OLMSTED "TOGETHER WE CAN MAKE A DIFFERENCE!" CIVIL SERVICE COMMISSION MEETING MINUTES — NOVEMBER 17, 2003 MAYOR'S CONFERENCE ROOM 7:00 P.M. I. ROLL CALL: Chairman Thomay called the meeting to order at 7:00 p.m. PRESENT: J. Thomay, R. Giesser, and M. Ubaldi ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretary A. Kilbane H. DISPOSITION OF MINUTES: The Civil Service minutes dated October 20, & 22, 2003 have been submitted for approval. Chairman Thomay indicated there needs to be a correction to the minutes of October 22. He said under New Business, the word "passed" in the first sentence should be changed to "past." There were no other changes made. J. Thomay made a motion to approve the October 20 and October 22 minutes as amended. The motion was seconded by R. Giesser and unanimously approved. III. CORRESPONDENCE: There were (2) pieces of correspondence received and (2) pieces of correspondence sent out. -Mr. Thomay remarked that the notice from the Northeast Ohio Association of Civil Service Commissioners seems to come in late. He said he would like to get the newsletters sooner. J. Thomay made a motion to approve the correspondence report. The motion was seconded by R. Giesser and unanimously approved. Chairman Thomay announced that he would like to go right to the Fire Lieutenant promotional examination results as there are some guests present. IV. OLD BUSINESS: Commissioners need to make motions on administering a Building Inspectors exam: ❖ Motion for which testing company to administer the Building examination test. Mr. Thomay mentioned the letter they just received that indicates Mr. Midgley, the provisional building inspector, is no longer working in that capacity. He said Mr. Midgley will work on a part-time basis as a back-up for the time being. Mr. Thomay said at the last meeting they expressed concern about the test being geared toward Ohio rules. He said the last test was given in 1995 by Ramsey & Associates. He mentioned the commission was provided with information about what various cities in the area do in terms of hiring building inspectors. He said North Olmsted may be the only city still doing testing for this position. He asked how the other commissioners feel about the situation. Mrs. Giesser said she believes they should give a test. Mr. Ubaldi agreed. Mr. Thomay concurred with the commissioners especially since they can gear the test to Ohio and what the city wants. Mrs. Giesser said that Barrett & Associates can administer a test but their estimate for the test is roughly $28,000. She said that Ramsey & Associates has offered to gear the test to Ohio and at a much better rate. Mr. Thomay asked if Mrs. Ramsey was contacted for availability. Mrs. Kilbane replied Mrs. Ramsey has not been contacted yet as she was engaged in the oral assessment last week. She said the civil service office will be in contact with Mrs. Ramsey to ascertain possible test dates. Mrs. Giesser said that is important since Mrs. Ramsey will have to design a test based on whatever code sections they want included, and using the books they
