CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION MEETING <br />MINUTES — NOVEMBER 17, 2003 <br />MAYOR'S CONFERENCE ROOM <br />7:00 P.M. <br />I. ROLL CALL: Chairman Thomay called the meeting to order at 7:00 p.m. <br />PRESENT: J. Thomay, R. Giesser, and M. Ubaldi <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretary A. Kilbane <br />H. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated October 20, & 22, 2003 have been submitted for approval. <br />Chairman Thomay indicated there needs to be a correction to the minutes of October 22. He said under <br />New Business, the word "passed" in the first sentence should be changed to "past." There were no other <br />changes made. <br />J. Thomay made a motion to approve the October 20 and October 22 minutes as amended. The <br />motion was seconded by R. Giesser and unanimously approved. <br />III. CORRESPONDENCE: <br />There were (2) pieces of correspondence received and (2) pieces of correspondence sent out. <br />-Mr. Thomay remarked that the notice from the Northeast Ohio Association of Civil Service <br />Commissioners seems to come in late. He said he would like to get the newsletters sooner. <br />J. Thomay made a motion to approve the correspondence report. The motion was seconded by R. <br />Giesser and unanimously approved. <br />Chairman Thomay announced that he would like to go right to the Fire Lieutenant promotional <br />examination results as there are some guests present. <br />IV. OLD BUSINESS: <br />Commissioners need to make motions on administering a Building Inspectors exam: <br />❖ Motion for which testing company to administer the Building examination test. <br />Mr. Thomay mentioned the letter they just received that indicates Mr. Midgley, the provisional building <br />inspector, is no longer working in that capacity. He said Mr. Midgley will work on a part-time basis as a <br />back-up for the time being. Mr. Thomay said at the last meeting they expressed concern about the test <br />being geared toward Ohio rules. He said the last test was given in 1995 by Ramsey & Associates. He <br />mentioned the commission was provided with information about what various cities in the area do in <br />terms of hiring building inspectors. He said North Olmsted may be the only city still doing testing for <br />this position. He asked how the other commissioners feel about the situation. Mrs. Giesser said she <br />believes they should give a test. Mr. Ubaldi agreed. Mr. Thomay concurred with the commissioners <br />especially since they can gear the test to Ohio and what the city wants. Mrs. Giesser said that Barrett & <br />Associates can administer a test but their estimate for the test is roughly $28,000. She said that Ramsey <br />& Associates has offered to gear the test to Ohio and at a much better rate. Mr. Thomay asked if Mrs. <br />Ramsey was contacted for availability. Mrs. Kilbane replied Mrs. Ramsey has not been contacted yet as <br />she was engaged in the oral assessment last week. She said the civil service office will be in contact <br />with Mrs. Ramsey to ascertain possible test dates. Mrs. Giesser said that is important since Mrs. Ramsey <br />will have to design a test based on whatever code sections they want included, and using the books they <br />
