CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES - JUNE 209 2005 <br />7:00 P.M. <br />I. ROLL CALL: Chairperson R. Giesser called the meeting to order at 7:05 p.m. <br />PRESENT: R. Giesser, M. Ubaldi, and W. Hohmann <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretaries A. Kilbane and <br />D. Eccleston <br />Mrs. Giesser said before moving on, the way legislation is amended, it appears the Civil Service <br />Commission needs to officially appoint D. Eccleston as secretary. <br />Mr. Hohmann made a motion to appoint D. Eccleston to be the Civil Service Secretary. The <br />motion was seconded by Mr. Ubaldi and unanimously approved. <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated May 16, 2005 have been submitted for approval. <br />Mrs. Giesser made a motion to approve the minutes as submitted. The motion was seconded <br />by Mr. Ubaldi and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 10 items of correspondence received and no correspondence was sent out by the Civil <br />Service Commission. <br />Mrs. Giesser inquired about the Northeast Ohio Association of Civil Service Commissioners <br />membership application they received. <br />Mrs. Giesser made a motion to appoint Mr. Hohmann to be a member of the Northeast Ohio <br />Association of Civil Service Commissioners and submit the appropriate paperwork if this <br />process has not been completed for this year. The motion was seconded by Mr. Ubaldi and <br />unanimously approved. <br />Mrs. Giesser inquired about the entry level list for the Police and Fire Departments. A general <br />discussion followed regarding: more involvement by Civil Service, certifying the top five <br />candidates, pre-screening, voluntarily removal of names and automatically sending over new names <br />to the Police and Fire Chiefs, hiring two from the list at one time, the possibility of calling a special <br />meeting, Civil Service motioning to remove names from the list, the Appointing Authority advising <br />Civil Service of the hiring of a candidate, each candidate is eligible to be looked at 5 times for 5 <br />hires (if passed over 5 times they will automatically be removed from list). <br />During the Civil Service meeting, Mrs. 'Rote came in and advised"the Civil Service Commissioners <br />that prior practice was the secretary's responsibility to advise the candidates in writing of being <br />passed over and recorded how many times the particular candidate was passed over.
