W <br />t <br />\0 L' <br />CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES - APRIL 17, 2006 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:07 pm <br />PRESENT: M. Ubaldi and W. Hohmann <br />ALSO PRESENT: Fire Chief T. Klecan, Assistant Fire Chief E. Robertson, Assistant Law <br />Director B. O'Malley, Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated March 20, 2006 have been submitted for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 11 items of correspondence received and 4 items of correspondence sent out by the <br />Civil Service Commission. <br />Mr. Ubaldi began with the April 13, 2006 letter from the Fire Chief, Tom Klecan, regarding the <br />entry-level eligible list. A general discussion followed concerning the age of the current list; time <br />consuming process certifying candidates; five (5) viable candidates; possible future vacancies; past <br />procedures; concerns if telephone calls are made to candidates; periodical certified mailings; Fire <br />Department's additional staffing cost; special meetings; possible rule change; ten (10) certified <br />names can be cost prohibitive and timely; three (3) to four (4) month process for the initial five (5) <br />certified names; passed over candidates; psychological testing; time span for candidate notification <br />for removal; removal of a candidates name for cause; testing; promotional hiring; disability <br />retirement and health care. Mr. Ubaldi will draft the language for a letter to the remaining <br />candidates on the Firefighters Entry -Level Eligibility list and will forward it to the Law Department <br />for their input. <br />Mr. Ubaldi made a motion for the Civil Service Commission to send a notice with a request <br />for a response to the remaining candidates on the Firefighter Entry -Level Eligibility List. Mr. <br />Hohmann seconded the motion and unanimously approved. <br />A general discussion followed concerning the contents of the letter; candidates' interest; special <br />meetings; removal for cause; ten (10) day notice for a mailing to occur. <br />IV. OLD BUSINESS: <br />Review information from the last Corrections Officer's test in 2001. <br />Mr. Ubaldi discussed the testing companies packets and recommends establishing rough criteria to <br />review the information concerning a Corrections Officers test. A general discussion followed <br />concerning competence and applicability; inviting testing companies to the meetings; companies <br />familiarity with and do testing for Ohio agencies; create a packet for testing companies; a <br />
