I. <br />II. <br />ao\D6 <br />CITY OF NORTH OLMSTED 5 �� <br />CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES - MAY 159 2006 <br />7:00 P.M. <br />ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:15 pm <br />PRESENT: M. Ubaldi, W. Hohmann, and K. Zolar <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston <br />DISPOSITION OF MINUTES: <br />The Civil Service minutes dated April 17, 2006 have been submitted for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />COMMUNICATIONS: <br />There were 10 items of correspondence received and 6 items of correspondence sent out by the <br />Civil Service Commission. <br />Mr. Ubaldi acknowledged that the Commission received a notice from Brian Gross, a candidate on <br />the Firefighters Entry -Level list, concerning a change of address and copies of updated Paramedic <br />and Firefighter certifications. <br />IV. OLD BUSINESS: <br />Inquiry Letters for the Eligible List <br />Mr. Ubaldi reviewed the draft letter with the Commission. There are some reservations with the <br />implementation of the letter concerning that the hiring process is underway; stretch the existing rule <br />to engage in this mission; incorporate a new rule. A verbal acknowledgement came from Chief <br />Klecan about a new hire providing the candidate passes the physical. A general discussion followed <br />concerning notification of a vacancy and certified five (5) times might be too many. Mr. O'Malley <br />indicated that with the Charter Amendment, there are no restraints whatsoever on how the <br />Commission adopts rules. Mr. Ubaldi suggested accepting the current language of the letter and at <br />the next meeting contemplates the language that would explicitly authorize the Commission to <br />distribute. <br />Mr. Ubaldi made a motion to accept the language and leave the specific format to the <br />discretion of the secretary. Mr. Hohmann seconded the motion and unanimously approved. <br />The Commission received a letter from John Davis, a Firefighter concerning his retirement. Mr. <br />O'Malley indicated the Commission can treat this retirement letter as a notice that there will be a <br />vacancy and assume that there is a request to certify five (5) names. Mr. Ubaldi inquired about the <br />number of times the five (5) candidates had been certified. The top three (3) names had been <br />certified three (3) times and the other two (2) once.
