I.
H.
IV.
CITY OF NORTH OLMSTED
CIVIL SERVICE COMMISSION MEETING
MAYOR'S CONFERENCE ROOM
MINUTES - JUNE 199 2006
7:00 P.M.
ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:15 p.m.
PRESENT: M. Ubaldi, W. Hohmann, and K. Zolar
ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston
DISPOSITION OF MINUTES:
The Civil Service minutes dated May 15, 2006 have been submitted for approval.
The Law Department made a suggestion to reconsider the designation of the part-time assistant law
director. The fact that a position is part-time does not necessarily preclude it from being classified
and there is reference made to temporary part-time office help as an example of an unclassified
position. That would not seem to apply to an assistant law director.
Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the
motion and unanimously approved.
Mr. Ubaldi made a motion to re -designate the assistant part-time law director as a classified
position. Mr. Hohmann seconded the motion and unanimously approved.
COMMUNICATIONS:
There were 11 items of correspondence received and 5 items of correspondence sent out by the
Civil Service Commission.
Mr. Ubaldi indicated that Joseph Hum's name will be removed from the Firefighters Entry -Level
Eligibility List and the next name will be certified. The Commission will be certifying the top five
(5) eligible candidates for the two (2) positions that are open. Ms. Zolar inquired if the Commission
has anything to do with the hire of the Aquatic Supervisor. This is a classified position and is not
testable. A general discussion followed concerning notifications of vacancies should come through
the Civil Service Commission; the appointing authority should make the final hiring decision and
notify the Commission of any hiring that occurs. Mr. O'Malley suggested a letter could be could be
sent to the appointing authority thanking them for the notice and indicate that this position is a
classified position pursuant to the Civil Service Rules and Regulations and filling this vacancy is
subject to Rule IX.
OLD BUSINESS:
Accept the Language for the Inquiry Letter for the Eligible List
Mr. Ubaldi indicated that he would like to table the old business and if there are any changes to the
language for the inquiry letter for the eligible lists, to submit them to him. In addition, the
handbook will also be tabled.
