CITY OF NORTH OLMSTED 0 CIVIL SERVICE COMMISSION MEETING\� CITY COUNCIL CAUCUS ROOM MINUTES - JUNE 18, 2007 7:00 P.M. I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:04 p.m. PRESENT: M. Ubaldi, W. Hohmann, and K. Zolar ALSO PRESENT: Building Commissioner D. Conway, Mrs. Conway, Fire Chief Klecan, Firefighter T. Kirkpatrick, Safety Director T. Terbrack, Human Resources Director C. Farver, Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston II. DISPOSITION OF MINUTES: The Civil Service minutes dated May 21, 2007 have been submitted for approval. Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the motion and unanimously approved. III. COMMUNICATIONS: There were 16 items of correspondence received and 78 items of correspondence sent out by the Civil Service Commission. IV. OLD BUSINESS: Address Business Related to the Building Inspector Examination and Building Department Vacancies A Building Inspector will be retiring the end of July and retains a building inspector certification along with a plumbing certification and another Building Inspector vacancy has occurred in the Building Department. The Administration is requesting authorization to hire temporary Building Inspectors until the testing has been completed. Two Building Department retirees have shown some interest working for the City as part-time Building Inspectors. The Building Department has an inspector on staff that does property maintenance and building inspecting part time. This employee needs to be moved up to full time building inspecting and to arrange to have him trained. A retired property maintenance inspector will need to comeback for 20 hours a week to help the department with complaints during the summer and this will free the other employee to do the building inspections. The other retired employee is the former Assistant Building Commissioner. The Building Department would like to have him return to help with the building inspections. There is an issue regarding the testing. There is a need to fill the Building Inspector vacancy and also the Building Inspector/Plumbing Inspector. There is not enough work for a full time plumbing inspector. The Building Inspector position has been tested in the past and no examination was ever conducted for an Electrical and Plumbing Inspector. A Plumbing Inspector has to be certified from the State Board of Building Standards. The City has a part-time back up Plumbing Inspector who does not wish to become full time. There are 250 Building Departments, 313 Building Officials plus 13 Interim, 788 Building Inspectors plus 72 Interim, and 287 Plumbing Inspectors in the State
