CITY OF NORTH OLMSTED CIVIL SERVICE COMMISSION MEETING CITY COUNCIL CAUCUS ROOM MINUTES — DECEMBER 17, 2007 7:00 P.M. I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:02 p.m. PRESENT: M. Ubaldi and W. Hohmann ALSO PRESENT: Director of Human Resources C. Farver, Director of Public Safety L. Thomas, Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston II. DISPOSITION OF MINUTES: The Civil Service minutes dated October 15, 2007, November 5, 2007 and November 13, 2007 have been submitted for approval A general discussion commenced regarding revisions to the November 5th and November 13th minutes. Mr. Ubaldi made a motion to accept the minutes as amended. Mr. Hohmann seconded the motion and unanimously approved. An Order and Findings form for the appeals of the decision to lay off the classified Secretary II positions at the Waste Water Treatment Plant and the Building Department was presented to the Commission for consideration to forward to the appellants. In absence of the order form, the minutes become the written order which provides a written record of what determinations were rendered. The minutes can stand alone or this form can be added. Mr. Ubaldi made a motion to accept the Order and Findings form as a reflection of the Commission's judgment. The Order and Findings form along with the minutes and a cover memo should be sent to the appellants. Mr. Hohmann seconded the motion and unanimously approved. III. COMMUNICATIONS: There were 34 items of correspondence received and 22 items of correspondence sent out by the Civil Service Commission. A general discussion commenced concerning an online version of the Civil Service Rules and Regulations. This can be put on the city's website. A notice can be added stating the Rules and Regulations may be amended from time to time throughout the year and will be noted with a foot note date. IV. OLD BUSINESS: Review the Draft Rules and Regulations from the Law Department
