or <br />CITY OF. NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - NOVEMBER 17, 2008 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:05 p.m. <br />PRESENT: M. Ubaldi, B. Hohmann and K. Zolar <br />ALSO PRESENT: Human Resources Director C. Farver, Community Life Services Director J. <br />Dailey, Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated October 20, 2008 have been submitted for approval. <br />A general discussion commenced regarding the second page of the minutes. A suggestion was <br />made to change "...if the employee prompts it to." to "...if the employee so request." <br />Mr. Ubaldi made a motion to accept the amended minutes. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 4 items of correspondence received and 3 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />The Abolishment of the Maintenance Supervisor Position at the North Olmsted Recreation <br />Center <br />The Commission received justification for the abolishment of the Maintenance Supervisor position <br />from the Department of Community Life Services. The document included a reiteration of the <br />general order, rationale, organizational structure, notice of abolishment, financial justifications, a <br />demonstration of increasing expenditures against decreasing revenues. This document is a clear <br />picture of the abolishment. According to the legal opinion by the Law Director, James Dubelko, in <br />2006, the Civil Service Commission's needs have been satisfied. <br />Mr. Ubaldi made a motion that the Civil Service Commission indicate that the obligations <br />upon the appointing authority in regards to the Civil Service Commission being informed of <br />justifications for a lay off, and in this case the abolishment of a position, have been satisfied. <br />Mr. Hohmann seconded the motion and unanimously approved. <br />An inquiry was made if the Maintenance Supervisor's position was never really provided for in the <br />structure to begin with and wanted to make sure that the Commission is not abolishing the position <br />that was never there. A formal job description was never adopted and that people have become, in <br />the past, on the City payroll several ways through legislative authority; sometimes the positions <br />
