CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — FEBRUARY 22, 2010 <br />7:00 P.M. <br />1. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:30 p.m. <br />PRESENT: M. Ubaldi, K. Zolar and D, Pargaj <br />ALSO PRESENT: Director of Human Resources C. Farver, Assistant Law Director B. O'Malley, <br />Resident M. Fairfield and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated January 25, 2010 have been submitted for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Ms. Zolar seconded the <br />motion and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 7 items of correspondence received and 5 items of correspondence sent out by the <br />Civil Service Commission. <br />Most of the correspondence pertains to the Promotional testing to fill a vacancy in the Police <br />Department for the rank of Police Lieutenant. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Clerical Revision of Rade IV, Section 2d <br />Rule IV, Section 2d has a minor typographical error. It should read "Time of signature of <br />application" and right now it reads "Test of signature of application." <br />Mr. Ubaldi made a motion that Rule IV, Section 2d is amended as stated above. Ms. Dargaj <br />seconded the motion and unanimously approved. <br />Amend Rule VIII, Section I <br />A general discussion commenced regarding Rule VIII, Section 1. This rule is not explicit enough <br />for a certification of a candidate who has been placed on an eligible list to be handled differently <br />depending upon if it is an entry-level examination or a promotional examination. It is backed up by <br />Charter and refers to the Ohio Revised Code 124.44 and 124.45 in which a promotional <br />examination, specifically in the State Code, the Commission certifies the highest ranking candidate <br />whereas in the entry-level examination, you will have an eligible list with several names on it and <br />the Commission will forward seven (7) certified names for a single vacancy to the appointing <br />authority. The revisions on the proposal do make a distinction between entry-level appointment and <br />
