CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - NOVEMBER 15, 2010 <br />7:30 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:35 p.m. <br />PRESENT: M. Ubaldi, K. Zolar and J. Barrett <br />ALSO PRESENT: Human Resources Director C. Farver, Finance Director C. Copfer, Asst. Law <br />Director B. O'Malley, S. Barrett, and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />There is no Civil Service minutes submitted for approval. <br />The Chairman indicated given the amount of clerical work for the Entry -Level Patrol Officer <br />examination, there are no minutes to be submitted this month. <br />III. COMMUNICATIONS: <br />There were .14 items of correspondence received and 23 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Review requestfor non-competitive (exceptional) appointment of Assistant Director of Finance <br />There is a request from the Finance Director for an "Exceptional" appointment for the Assistant <br />Finance Director vacancy. The Chairman indicated that this is a non competitive position; it's <br />something that the Commission has addressed before and is willing to grant the request. The <br />Finance Director forwarded a letter to the Commission along with the job description. A general <br />discussion commenced regarding classified positions and competitive/non-competitive. The <br />Assistant Finance Director's position is not an issue because it is understood that this position was <br />highly specialized, a degreed position, and was impracticable to test. <br />Mr. Ubaldi made a motion that the Commission recognizes the fact that this is a non- <br />competitive position, although this is classified, and the Finance Director and/or the <br />Administration may appoint at will. Mr. Barrett seconded the motion and unanimously <br />approved. <br />Certify candidates from Patrol Officer eligible list to vacancy <br />The Commission did receive the results for the Patrol Officer test. In summary, four hundred (400) <br />application packets were prepared; two hundred seventy three (273) applications were picked up; <br />
