CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - FEBRUARY 28, 2011 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:03 PM <br />PRESENT: M. Ubaldi, K. Zolar and J. Barrett <br />ALSO PRESENT: Human Resources Director C. Farver, Safety/Service Director C. Ritenauer, <br />Asst, Law Director B. O'Malley, Ramsey & Associates P. Ramsey, Police Lt. M. Kilbane, Police <br />Lt. R. Cox, Police Captain J. Gallagher, S. Barrett, and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated November 15, 2010 and December 13, 2010 have been submitted <br />for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Barrett seconded and <br />unanimously approved. <br />III. COMMUNICATIONS: <br />There were 19 items of correspondence received and 66 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />Classification and Competitive testing for WWTP Positions <br />The Commission has four positions in the Waste Water Treatment Plant that was discussed in <br />November and would like to consolidate them as classified/competitive. They are Operator, Sludge <br />Handler, Equipment Operator and Maintenance Technician. The Commission has gone back and <br />forth with an understanding of the nature of skilled versus unskilled. On one hand it became clear <br />that semi skilled is not unskilled. Unskilled by way of Charter cannot be unclassified; therefore it <br />must be classified. Based on previous statements from the Superintendent, the job descriptions are <br />the same regardless of the licensure and these positions do not have a supervisory roll and would be <br />considered entry level and never promotional. <br />Mr. Ubaldi made a motion that the Operator, Sludge Handler, Equipment Operator and <br />Maintenance Technician positions at the Waste Water Treatment Plant be designated as <br />Classified/Competitive. Mr. Barrett seconded and unanimously approved. <br />V. NEW BUSINESS: <br />Remove Candidates on Entry -Level Patrol Officer Eligible List who have not Forwarded Their <br />Agility Certification <br />
