CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES --- APRIL 16, 2012 <br />I. ROLL CALL; Chairman Barrett called the meeting to order at 7:00 pm <br />PRESENT: J. Barrett, M. Hayes and M. Ubaldi <br />ALSO PRESENT: Director of Human Resources Cheryl Farver, Assistant <br />Director of Law Bryan O'Malley and S. Barrett <br />II. DISPOSITION OF MINUTES: <br />Chairman Barrett moved, seconded by Commissioner Hayes, that the minutes of <br />the February 27, 2012 meeting be approved as received. <br />Motioned passed unanimously. <br />Chairman Barrett moved, seconded by Commissioner Hayes, that the minutes of <br />the March 19, 2012 meeting be approved as received. <br />Motion passed unanimously. <br />III. COMMUNICATIONS: <br />There were 2 items of correspondence received and 2 items of correspondence <br />sent out by the Civil Service Commission. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS <br />Presentation and Discussion of HB 153 Impact on Civil Service Rules and <br />Regulations <br />Assistant Law Director O'Malley provided the Commission with a memorandum <br />summary of statutory amendments contained in HB 153 and recommendation <br />for the Commission's consideration which is incorporated by reference. <br />Assistant Director O'Malley explained that HB 153 was a budget bill that <br />contained civil service components which enabled the State of Ohio Director of <br />Administrative Services with greater flexibly and discretion regarding human <br />resources. He suggested that the Commission consider a two step process to <br />evaluate the impact of HB 153 on the city's current rules and regulations. First, <br />engage in a general discussion to get input from the Commission. Second, <br />Assistant Director O'Malley will provide, at a subsequent meeting, the <br />Commissioners with draft of rules with related statues. <br />
