PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF FEBRUARY 27, 2019 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in the Council Caucus Room and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Julie Nader, Darrick Matthews, Tom Patton, Dave Anderson, Don Rerko, <br />Paul Schumann <br />Staff. Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, Administrative <br />Assistant Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning and Design <br />Commission minutes of January 23, 2019, motion passed 7-0. <br />OLD BUSINESS <br />18-12763; Andy's Auto Wash; 28800 Lorain Road <br />Representatives: Randy Matejka, Designwise, 6721 Daisy Ave, Independence, OH; Andy Yund, <br />owner <br />Ms. Lieber reviewed the proposal consists of building alterations and parking lot expansion at an <br />existing car wash facility. The property is zoned B-3 General Business and abuts other <br />commercial property along the east and west. The lot is deep and abuts property zoned One <br />Family Residence B to the rear and along the side property lines behind the commercial property. <br />Two existing drive through canopies will be removed and metal paneling will be infilled to <br />match existing panels and painted black. Split face block wainscoting will be installed on a <br />portion of the east elevation. Other existing masonry will remain which is a change from the <br />previous proposal that involved painting the entire building. <br />A vehicle wash facility is a conditional use in the B-3 District. While this is not a new use and <br />therefore the specific conditional use standards need not be applied to the entire facility, several <br />specific conditions are applicable as identified in Section 1118.10.13: <br />8. A vehicle wash facility building and any accessory buildings and uses, including vacuums, <br />shall be located at least 100 feet from any residential district boundary. <br />9. The owner or operator must comply with all local noise regulations. Air handling <br />equipment shall be located on a roof, be equipped with intervening noise reduction baffles <br />and be in proper working condition. <br />The parking lot will be expanded by eight feet along the eastern property line to accommodate <br />six new parking spaces for vacuum stations. The BZBA granted a variance so parking may <br />encroach into the required side yard. Damaged pavement will be repaired and resurfaced. Since <br />
