PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JULY 10, 2019 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Darrick Matthews, Tom Patton, Don Rerko, Dave Anderson, Paul <br />Schumann, Julie Nader <br />Staff. Planning Director Kim Lieber, City Engineer Pietro DiFranco, Administrative Assistant <br />Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Rerko, to approve the Planning & Design <br />Commission minutes of June 26, 2019, motion passed 7-0. <br />NEW BUSINESS <br />19-13751; Chick-fil-A; 4779 Great Northern Boulevard <br />Representative: Allan Wiley, 565 White Pond Drive, Akron, OH <br />Ms. Lieber stated that the proposal consists of reconfiguring the parking lot for a double drive <br />through. The property is zoned B-3 General Business. The double drive through is proposed to <br />address customer demand and improve onsite and offsite traffic circulation. The row of parking <br />along the south side of the restaurant will be removed to accommodate the drive through. <br />Canopies will be installed over the order station and at the pick-up window. The proposed <br />canopies will be dark bronze and will provide weather protection for patrons and outdoor order <br />takers. They will include heating and illumination. The canopy lighting is the only new lighting <br />for the project. Existing lighting exceeds our current requirement; however they are existing non- <br />conforming levels and may remain. The area of new lighting is code compliant, with an under - <br />canopy average under 15 fc and a maximum less than 20 fc. The recessed flat lens fixture will <br />prevent light from going past the canopy. <br />Accessible parking will be relocated. The applicant previously received a variance for parking <br />(60 constructed + 4 landbank); therefore the loss of parking would mean that the site falls below <br />required levels. However, the applicant has negotiated a shared parking agreement with North <br />Olmsted Towne Center for 20 spaces. The Law Department has reviewed the agreement and has <br />found it to be in acceptable form. While there were parking variances granted to both Chick-fil-A <br />and North Olmsted Town Center, no additional variances are required, specifically because if <br />approved, a shared parking agreement allows for those spaces to be counted toward both uses. <br />So, the 53 spaces remaining on site plus access to 20 more keeps Chick-fil-A above the previous <br />minimum approved parking level. The project will remove two bump outs with landscaping and <br />a tree by the drive through speaker. The owner proposes to maintain and beautify the remaining <br />areas with annuals, perennials, mulch and replacing shrubs as necessary. <br />
