PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF NOVEMBER 13, 2019 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Dave Anderson, Paul Schumann, Julie Nader, Tom Patton, Darrick <br />Matthews <br />Absent: Don Rerko <br />Staff. Planning and Development Director Kim Lieber, Assistant Law Director Bryan O'Malley, <br />City Engineer Pietro DiFranco, Administrative Assistant Nicole Rambo -Ackerman <br />Mr. Malone moved, seconded by Mr. Schumann, to excuse the absence of Mr. Rerko, <br />motion passed 6-0. <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of July 24, 2019, motion passed 6-0. <br />NEW BUSINESS <br />19-13004; Arby's; 26330 Lorain Road <br />Representatives: Brian Wellert, Wellert Corporation, 5136 Beach Road, Medina, OH; David <br />Skidmore, Inspire Brand Restaurants, Lewis Center, OH <br />Proposal consists of a new drive through restaurant. Property is zoned B-3 General Business. <br />Variances were granted by the BZBA on September 9, 2019 for front building setback, both side <br />yard setbacks, rear yard setback, parking and signage. The existing retail building will be <br />demolished and the site entirely rebuilt for Arby's. The property will be regraded in order to <br />eliminate the abrupt change in elevation between the current Arby's site and new location. The <br />proposed building is 2,400 square feet and will be constructed from brick and hardie board with <br />an aluminum storefront system and a red metal canopy. Circulation on site is one-way, with one <br />entrance from Lorain Road and traffic circulating the building counter clockwise. In addition to <br />right -turn exit onto Lorain Road, an exit -only drive is provided to Silverdale Road. A total of 22 <br />parking spaces are provided; the applicant received a variance for eight spaces in an effort to <br />preserve the rear setback at its current depth and recognizing the tight traffic pattern. The <br />applicant expects about 60% of their customers to use the drive through. A bike rack is provided, <br />as well as a walkway connection from the Lorain Road public sidewalk to the building. The <br />Silverdale curb cut was approved by City Council in 2014 through a legal procedure involving <br />the amendment of the 1990 Declaration of Restrictions attached to the property, previously <br />prohibiting the access. The amendment was conditioned upon the use and approved site plan. <br />Because the use and site plan is changing, the Law Director will recommend that City Council, if <br />they approve the project, also further amend the Declaration.
