PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF APRIL 22, 2020 <br />7:00 PM <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm via online public meeting. <br />Present: Dave Anderson, Greg Malone, Julie Nader, Humberto Olivos, Tom Patton, Paul <br />Schumann <br />Absent: Darrick Matthews <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Administrative Assistant Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of March 11, 2020, motion passed 6-0. <br />OLD BUSINESS <br />19-15729; Extra Space Storage; 24002 Lorain Road <br />Representative: Tom Flynn, Supply Side Investments <br />Ms. Lieber said the proposal consists of a self -storage facility. The property is split zoned B-1 <br />Local Business and Single Residence. The applicant obtained a use variance from the BZBA, as <br />storage facilities are not permitted in the B-1 District. Small variances were also granted for <br />building setback, building height and excess parking. The Planning and Design Commission <br />tabled this proposal at the meeting of February 26, pending clarification of a number of plan <br />details. A total of three buildings are shown, one main 2 -story self -storage facility with interior <br />and exterior access and two smaller single story facilities. The plans have been updated to more <br />explicitly label all building materials, which are mainly a combination of corrugated metal, brick <br />with limestone accents and Nichiha, which is synthetic wood siding. The metal siding will be <br />Dove Gray, the roll up doors will be Wasabi and the roof will be Regal White. The zoning code <br />update involved a requirement for at least 75% of high quality materials, which this proposal <br />does not meet. The Planning and Design Commission can recommend and Council can waive <br />that requirement. One dumpster is proposed screened with an enclosure. Plans show that the <br />main walls are 6 -feet high and will be masonry with brick veneer and limestone cap to match the <br />buildings. The gates have been updated to wood. The location of ground mounted HVAC units <br />serving the main building are noted on the site plan. Landscaping has been updated so that <br />Norway Spruce have replaced the previous Blue Spruce and the planting notes have been <br />updated. A metal fence restricts access beyond the front parking area; gates are installed for <br />customer use. The 8 -foot steel fence continues toward the rear of the property, terminating just <br />before Building Three. Stormwater will flow into the existing pond in the rear of the property, <br />which was designed and constructed as part of the Arbor Woods subdivision. Maintenance is the <br />responsibility of the self -storage facility property owner. The plans show an easement for city <br />
