PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES OF JANUARY 24, 2024 <br />ROLL CALL <br />Ms. Hemann called the meeting to order at 7:01 p.m. <br />Present: Humberto Olivos, Jose Leon. Cary Peeples. Tom David. Mary Ellen Hemann <br />Staff: Director of Economic and Community Development Max Upton. Assistant Law Director <br />Bryan O'Malley, City Engineer Jeff Filarski. Administrative Assistant Lyn Wilson. <br />REORGANIZATION <br />Director Upton indicated that the Assistant Laxy Director O'Malley Would advise the board in <br />line with the 2018 rules. Mr. O'Malley discussed the standard procedure of electing a Chair and <br />Vice -Chair, allowing self -nominations an emphasizing the absence of a requirement for a <br />second. Director Upton mentioned Mr. Patton's resignation. clarifying the current count of five <br />members for voting purposes. Ms. I lemann opened the floor for nominations of Chairperson. Mr. <br />Olivos nominated Ms. Hemann and Mr. Peeples nominated Mr. David. Nominations for Chair <br />were closed. The vote concluded with three for Mr. David and tvyo for Ms. Hemann. Mr. David <br />was voted in as Chairperson. Mr. David opened the floor for nominations of Vice -Chairperson. <br />Ms. Hemann nominated Mr. Olivos. no other nominations were made. Mr. David closed <br />nominations for Vice -Chair. Mr. Olivos was voted in by all members as Vice -Chairperson. <br />MEETING MINUTES <br />The meeting minutes of May 10`x. 2023 xyere approved as written. unanimously. <br />OLD BUSINESS <br />23-25966; Chipotle; 23.159 Lorain Road <br />Proposal consists of a lot consolidation for parcels 237-08-015. 237-08-016, 237-08-017. <br />Mr. Filarski stated the consolidation plat, consolidating three parcels into one spanning 0.668 <br />acres. was reviewed. It adhered to zoning requirements. with only minor comments. The <br />approval was pending from the county surveyor, a standard delay in such cases. Mr. Filarski <br />expected to receive it soon from the applicant and recommended signing off and approving the <br />plat once the final issue was resolved. <br />23-24866; Chipotle; 23459 Lorain Road <br />Proposal consists of the new construction of a restaurant. and a conditional use permit. <br />Director Upton introduced the case by discussing the Conditional Use Permit. He highlighted the <br />definition of a restaurant with a drive-through. Despite the absence of a traditional menu board. <br />
