They expressed a desire for a uniform buffer, whether landscape or <br />fencing, as required by the code. Mounding was considered but posed water drainage challenges <br />for neighboring property owners. The staff found the submitted landscape buffer acceptable. <br />although improvements were expected. Overall, the materials submitted were deemed acceptable <br />for compliance with the Public Facilities Overlay. The law department explained the engineering <br />code restriction on mounding causing water flow onto another property falls within the <br />engineer's authority, eliminating the need for additional conditions. The approval for phase three <br />development plan is recommended with conditions including compliance with traffic engineering <br />requirements and variances approval by the Board of Building and Zoning Appeals. Similar <br />conditions apply to the conditional use permit, which is interdependent with the development <br />plan. The collaboration between the city and the school district on buffering requirements <br />demonstrates mutual recognition of each other's missions. <br />The rendering presented detailed the existing fence and screening around neighboring properties <br />adjacent to the elementary school, excluding Drug Mart. Evergreens were strategically chosen <br />along Birch Circle and Coe Avenue to provide effective screening, with low branches offering <br />immediate coverage and potential growth enhancing screening over time. The presentation <br />addressed concerns from a neighbor regarding mosquito mitigation and expressed support for <br />trees over fences. <br />The presentation focused on four evergreen species: Norway spruce, eastern white pine, giant <br />arborvitae, and eastern hemlock. planted 15 feet off -center at a height of 6 to 8 feet. This spacing <br />allows for optimal growth and prevents competition between species, ensuring long-term <br />viability and cost-effectiveness. The electrical site plan maintains a maximum height of 20 feet <br />with few areas requiring variance, particularly for drive lighting.
