PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES OF MARCH 12, 2025 <br />ROLL CALL <br />Mr. David called the meeting to order at 7:00 p.m. <br />Present: Tom David, Humberto Olivos, Cary Peeples, Brenton Mineo, Jose Leon <br />Staff. Director Max Upton, City Engineer Don Sheehy, Director of Law Bryan O'Malley <br />Administrative Assistant Lyn Wilson <br />MEETING MINUTES <br />The meeting minutes of February 12, 2025 were submitted for approval; all in favor none <br />opposed. <br />NEW BUSINESS <br />229-2025; Triban Investments LLC, 28963 Tudor Dr. <br />Representatives: Gillian Hall, COO Triban Investments, Thom Sutcliffe Land Manager, Drees, <br />and Travis Crane, Davey Resources <br />Residents: Brian Molyhan, Ray Corwin <br />In 2022, the city entered into an agreement with the school district to purchase two school <br />properties, including the former Forest and Spruce Elementary Schools. The Spruce property was <br />undergoing a wastewater equalization project, with another stormwater project planned. A <br />request for qualifications was issued for the Forest School property, and after reviewing five <br />proposals in late 2022 and early 2023, a panel selected a developer to move the project forward. <br />The plan included connecting the new development to the existing Forest Ridge neighborhood, <br />with a mix of single-family detached homes, attached patio homes, and townhomes, along with <br />green spaces and public parks. The design also accounted for fire department access and <br />stormwater management, and certain sections of the development would be public while others <br />remained private. The project fell under the new 1157 planned development district. <br />Form -based code versus Euclidean zoning was discussed, criticizing the latter for enforcing strict <br />setbacks and creating unsustainable development patterns. Planned development zoning, in <br />contrast, focused on the neighborhood's overall look and relationship with surrounding <br />properties. Also mentioned was a 20 -foot no -cut easement around residential properties to <br />protect natural buffers, which would be maintained by the West Creek Conservancy. It was <br />recommended the Planning Commission approve the preliminary plan, noting that the developer <br />would need final approval for the site plan later. This approval process allowed for further <br />revisions and a chance for additional feedback. <br />Chagrin Valley reviewed the preliminary plan and had no major concerns with the layout or <br />1 <br />
