LANDMARKS COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MINUTES OF October 13,2025 <br /> 7:00 PM <br /> Mr. Neville called the meeting to order at 7 PM. <br /> Present: David Neville, Mark Madden, Sarah Egan-Reeves,Tom Dubowski Absent: Shuler, <br /> excused by Egan-Reeves. <br /> Staff: Stephen Holowicki, Economic and Community Development Coordinator,Asst Law <br /> Director Bryan O'Mallley. <br /> REVIEW AND APPROVAL OF MINUTES <br /> Ms. Egan Reeves moved, seconded by Mr. Madden,to approve the September 9th Landmarks <br /> Commission minutes.The motion was approved 4-0. <br /> OLD BUSINESS <br /> PLAN-000233-2025; Richard Whitt: 26840 Butternut Ridge Road. COA application <br /> A continuation from the previous Landmarks meeting.The applicant was to furnish updated <br /> drawings of the proposed modification.The applicant was not present. Mr. Omalley advised <br /> that it was inappropriate to submit an application, ask for an extension of time and then not be <br /> able to meet conditions. Councilwoman Hemann asked that the project be tabled.After <br /> discussion,the board agreed to table the project until the November 10th meeting pending <br /> receipt of updated plans. Motion by Mr. Neville to table until the next meeting.Seconded by <br /> Dubowski. Motion approved 4-0. <br /> NEW BUSINESS <br /> Stearns Row 2025-295 Prelim Plan; Stearns Row Townhomes Development <br /> Mr. Holowicki began with a slide deck presentation and review of the project review area and a <br /> summary of parts of New Construction of guidelines 9.1 and 9.2 and Design Guidelines part 10. <br /> Mr. O'Malley advised the commission to consider that the charter doesn't give much guidance <br /> on how to consider the proposal and that this was new ground as obtaining review long before <br /> a building permit can be given and in anticipation of a proposed rezoning.The PDC <br /> recommended the plans contingent on the rezoning. He further summarized that the historic <br /> district has taken a beating regarding many previous demolitions of historic buildings. <br /> Richard Sommers discussed the project at length,assignment of Biddolph property and a lot <br /> split to convert large parcel into single family homes and without using tax dollars. He further <br /> asked for a continuation including a lot split so that the lot will be sold as a single-family home. <br />
