CITY OF NORTH OLMSTED <br /> CIVIL SERVICE COMMISSION MEETING <br /> CITY COUNCIL CAUCUS ROOM <br /> MINUTES- OCTOBER 20, 2025 <br /> 7:00 P.M. <br /> ROLL CALL: Chair called the meeting to order at 7:09p.m. <br /> PRESENT: A. Flannery, J. Cotofan, T. Fratini <br /> ALSO PRESENT: Human Resources Director L. Kidd,Assistant Law Director B. O'Malley, <br /> and HR Administrative Secretary J. Davenport <br /> II. DISPOSITION OF MINUTES: <br /> Motion by Commissioner Flannery, seconded by Commissioner Cotofan to approve the minutes of <br /> August 18th, 2025 <br /> Motion passed unanimously. <br /> Director O'Malley suggested that the correspondence regarding a virtual meeting for the Fire Chief <br /> Panel interview should be addressed with a response letter. <br /> III. COMMUNICATIONS: <br /> There were 12 items of correspondence received, and 35 items of correspondence sent out by the <br /> Civil Service Commission. <br /> IV. OLD BUSINESS: <br /> V. NEW BUSINESS: <br /> Amend Civil Service Rule II section 1.b <br /> Director O'Malley asked to amend Rule II Section 1. b to read as follows: <br /> Applications for Lateral transfer shall be limited to officers having previously received an original <br /> appointment from another public employer or other certified law enforcement agency, having <br /> served in such position in a full-time capacity and retaining all requisite licenses and certifications, <br /> in good standing, to perform the duties of Entry level positions for the City of North Olmsted. <br /> Commissioner Flannery confirms this is lieu of currently serving. Commissioner Cotofan asks about <br /> the entry level wording, asks if the police will come in as entry level. Discussion commences <br /> regarding entry level wording in the rule, but it is agreed that it is OK to stay. Director O'Malley <br /> adds that the second part of the rule change is"having served"in lieu of"currently serving", <br /> opening it up to officers who could come back. <br /> Motion by Commissioner Flannery,seconded by Commissioner Cotofan to accept amended Rule II <br /> section 1.b <br /> Motion passed unanimously. <br />
