CITY OF NORTH OLMSTED <br /> CIVIL SERVICE COMMISSION MEETING <br /> CITY COUNCIL CAUCUS ROOM <br /> MINUTES-DECEMBER 15, 2025 <br /> 7:00 P.M. <br /> ROLL CALL: Chair called the meeting to order at 7:07 p.m. <br /> PRESENT: A.Flannery, J. Cotofan, T. Fratini <br /> ALSO PRESENT: Human Resources Director L. Kidd,Assistant Law Director B. O'Malley, <br /> and HR Administrative Secretary J. Davenport <br /> II. DISPOSITION OF MINUTES: <br /> Motion by Commissioner Flannery , seconded by Commissioner Cotofan to approve the minutes of <br /> November 17, 2025 <br /> Motion passed unanimously. <br /> III. COMMUNICATIONS: <br /> There were 13 items of correspondence received and 24 items of correspondence sent out by the <br /> Civil Service Commission. <br /> IV. OLD BUSINESS: <br /> Fire Lieutenant Promotional Testing <br /> The Civil Service Secretary was asked to get a timeline and calendar ready for Fire Lieutenant <br /> Promotional Testing. She spoke with Director Scofield and Chief Schepp regarding the timeline. <br /> The letters of intent would be distributed on January 7,2026,reference material posted on January <br /> 14,2026,Deadline to apply would be January 30, 2026, written exam with Clancy and Associates <br /> would be January 30,2026, oral assessments with PRADCO May 8 through June 5,2026, and the <br /> list would be certified on July 20,2026. There are 22 eligible candidates for the Fire Lieutenant <br /> Promotional exam. <br /> The reference posing was shown to the Commission. The Chief has to approve the material and <br /> once that is done the correct material will be listed. Commissioner Cotofan asked about a potential <br /> candidates service dates because they were different, Civil Service Secretary explained that the hire <br /> dates and service dates can be different due to moving positions. <br /> Civil Service Secretary asked how many candidates we are moving on to the oral assessment. <br /> Assistant Law Director O'Malley explained that everyone couldn't move on due to budget and <br /> previously it was the top 6 candidates with a passing written score of 70%. <br /> Motion by Commissioner Flannery, seconded by Commissioner Fratini to open the Fire Lieutenant <br /> testing with a passing score of 70% for the written and the top 6 move on to the oral assessment. <br /> Motion passed unanimously. <br />
