Ordinance No. 2005 -177 <br />That Article V, Sections 4, 5 and 6, and Article VII, Section 3 of the Charter of the City of <br />North Olmsted be amended in order to transfer the Division of Parks and Recreation, and the <br />responsibilities for management of said Division, from the Department of Public Safety to the <br />Department of Community Life Services: <br />ARTICLE V ADMINISTRATIVE OFFICERS AND DEPARTMENTS <br />SEC. 4. DEPARTMENT OF PUBLIC SAFETY. <br />The Director of Public Safety shall have charge of the Department of Public Safety. <br />He shall make all necessary rules and regulations for the government of the Department and <br />the divisions thereof. He shall not hold any other elective or appointive office or other full - <br />time employment, public or private. He shall be charged with the duty of enforcing all police, <br />fire, safety, health, sanitary, and building regulations that may be prescribed by ordinances or <br />rules of the City or, when applicable, the general laws of Ohio. He shall be charged with the <br />responsibility of developing, <br />initiating and coordinating efforts to prevent crime and <br />delinquency. He shall perform such other duties consistent with his office as may be required <br />by this Charter, by ordinance of the Council, or as directed by the Mayor. <br />The Department of Public Safety shall consist of the following divisions: <br />(a) Division of Fire. The Division of Fire shall be in the active charge of a chief <br />who shall be responsible for its organization and supervision. <br />(b) Division of Police. The Division of Police shall be in the active charge of a <br />chief who shall be responsible for its organization and supervision. <br />(c) Division of Buildings. The Division of Buildings shall be in active charge of <br />the Building Commissioner who shall be responsible for its organization and <br />supervision. <br />(d) Such other divisions as may be established by ordinance of Council. <br />The Director of Public Safety shall appoint an advisory commission, which commission <br />shall consist of not less than five (5) members or more than nine (9) members who shall serve <br />without compensation and of whom two (2) members shall be recommended by the Board of <br />Education of the North Olmsted City School District. Such commission shall be appointed on <br />January 2, 1971, shall review juvenile and sociological problems in the community, and within <br />nine (9) calendar months after such appointment, tender its report to the Director of Public <br />Safety, including any recommendations which it may have for the prevention of juvenile <br />delinquency and for legislation to be submitted on such matters to Council. The members of <br />said commission shall meet from time to time thereafter to make further recommendations as <br />in their judgment are desirable. They shall hold such appointment for a period of five (5) <br />years. <br />SEC. 5. DEPARTMENT OF PUBLIC SERVICE. <br />The Director of Public Service shall have charge of the Department of Public Service. <br />He shall not hold any other elective or appointive office or other full -time employment, public <br />or private. He shall make all necessary rules and regulations for the government of the <br />Department and the divisions thereof. He shall have charge of all engineering, construction, <br />inspection, maintenance, repair and cleaning of all the public improvements and properties <br />except those parks and recreation facilities which are the responsibility of the Department of <br />2 <br />
