001 <br />Ordinance No. 2005 -177 <br />Community Life Services . He shall have charge of the construction, operation, <br />and maintenance of all public utilities operated by the City. He shall have charge of making <br />and preserving all surveys, maps, plans, drawings, and estimates for all public improvements <br />and properties except those parks and recreation facilities which are the responsibility of the <br />Department of Community Life Services Elie Safety. He shall enforce all of the <br />obligations of public and privately owned or operated public utilities enforceable by the City. <br />He shall have charge of the collection and disposal of waste. He shall perform such other <br />duties consistent with his office as may be required by this Charter, by ordinance of Council, <br />or as directed by the Mayor. <br />The Department of Public Service shall consist of the following divisions: <br />(a) Division of Engineering. The Division of Engineering shall be headed by a <br />City Engineer who shall be registered as a professional engineer in the State of <br />Ohio. <br />(b) Division of Transportation. <br />(c) Division of Sewers. <br />(d) Division of Public Service and Properties. <br />(e) Such other divisions as may be established by ordinance of Council. <br />SEC. 6. DIRECTOR OF COMMUNITY LIFE SERVICES. <br />A. The Director of Community Life Services shall have charge of the Department <br />of Community Life Services The Director shall not hold any other elective or appointed office <br />or other full time employment, public or private. The Director shall make all necessary rules <br />and regulations for the government of the Department and all divisions thereof. The Director <br />shall be charged with the duty of providing a central resource wherein individuals with <br />personal problems can obtain assistance or information concerning the solving of their <br />problems. The Director shall also develop, cultivate, and bring together, the human resources <br />in the community in assisting persons with personal problems. The Director shall encourage <br />and work with public and private agencies in establishing facilities and programs within the <br />City that deal with needs such as marriage and family counseling, problems of mentally or <br />physically challenged persons, and shall further direct or bring together individuals willing to <br />donate their time or services in helping others with various personal problems. The Director <br />shall also be charged with the responsibility of developing, operating and maintaining <br />parks and recreation facilities and programs for the City. The Director shall perform such <br />other duties consistent with the office of Community Life Services, and as may be required by <br />this Charter, by ordinance of Council, or as directed by the Mayor. <br />B. The Department of Community Life Services shall have included therein a <br />Division of Aging, which shall be headed by an Administrator, who shall be responsible for <br />supervising and coordinating all activities dealing with or relating to the social aspects of <br />aging, and a Division of Parks and Recreation which shall be in the active charge of the <br />Parks and Recreation Commissioner, who shall be responsible for its organization and <br />supervision. The Administrator and Parks and Recreation Commissioner shall perform <br />such other duties consistent with their respective offices the offiee of the Division of Aging, <br />and as may be required by this Charter, by ordinance of Council or as directed by the Director <br />of the Department of Community Life Services. <br />ARTICLE VII BOARDS AND COMMISSIONS <br />SEC. 3.
