CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2005 —144 <br />By: Mayor O'Grady and Council Members Ryan and Barker <br />A RESOLUTION AUTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING TO MAKE APPLICATION ON BEHALF OF THE CITY OF <br />NORTH OLMSTED FOR COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) FUNDS FOR THE FISCAL YEAR 2006 FOR THE <br />HUDICUYAHOGA COUNTY EXTERIOR MAINTENANCE PROGRAM, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, this Council created, by and through Resolution No. 2003 -30, a Citizens <br />Advisory Committee (CAC), in part, for the purpose of reviewing and recommending <br />applications for Community Development Block Grants (CDBG); and <br />WHEREAS, this Council, after a public hearing conducted on August 25, 2005, has <br />determined that the City of North Olmsted qualifies for CDBG funds; and <br />WHEREAS, the Citizens Advisory Committee has submitted a report to this Council <br />recommending the above entitled project application, which is incorporated herein by reference; <br />and <br />WHEREAS, the City has, with the assistance of CDBG funds, initiated an Exterior <br />Maintenance Grant Program and has designated said project as eligible for funding through the <br />CDBG program, for up to a maximum award of $75,000.00, as funded by the United States <br />Department of Housing and Urban Development (HUD) and administered for the City of North <br />Olmsted by the Cuyahoga County Board of Commissioners (County Commissioners); and <br />WHEREAS, these projects will provide real property maintenance code compliance <br />meeting the prevention of slum and blight national objective of CDBG funding primarily within <br />the City's improvement target areas; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning to make application for CDBG funding for said project; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize and direct the Director of <br />Planning to prepare, sign and submit an Application for Community Development Block Grant <br />funds for fiscal year 2006, on behalf of the City of North Olmsted, for the project described as <br />the Exterior Maintenance Grant Program, in an amount not to exceed $75,000 and further <br />providing for the City's participation in the Program as described above. <br />
