Ordinance No. 2005 -121 the Council shall provide by ordinance for the organization thereof. The Council may establish by ordinance new departments or divisions thereof. Except as to departments or divisions thereof established by the Charter, Council may combine or abolish departments and divisions as it may deem necessary and may authorize one person to be the head of two or more departments or divisions. Except as- ethefwise pr-evided by this All appointments and removals in the several departments shall be made by the respective directors. SECTION2. If the foregoing proposal receives the affirmative vote of a majority of the electors voting thereon, then the said amendments to Article III, Section 5, and Article V, Section 1, of the Charter shall be effective on January 1, 2006. SECTION 3. It is the desire of the Council that the ballot for said question shall be in substantially the following form: PROPOSED CHARTER AMENDMENT A majority affirmative vote is necessary for passage. Shall Article III, Section 5, and Article V, Section 1, of the Charter be amended to clarify the existence and extent of the separate authority of the Mayor to appoint Directors and other City officials and employees where such authority is expressly provided, and of Directors to appoint all employees within their respective Departments. Yes SECTION 4. The Clerk of Council is authorized and directed to deliver a certified copy of this Ordinance to the Board of Elections of Cuyahoga County no sooner than July 11, 2005, and no later than September 9, 2005. SECTIONS. This Council requests that the Board of Elections of Cuyahoga County cause to be duly given an appropriate notice of the election to be held on November 8, 2005, on the foregoing amendments to the Charter of this City and otherwise provide for such election in the manner provided by the general laws of the State of Ohio.
