into this Agreement any time after the first three (3) years of operation will be <br />considered, but admittance is not guaranteed; and <br />WHEREAS, all of the Participating Cities face an immediate need to fire <br />dispatch issues to ensure effective fire coverage of the entire region pursuant to the <br />mutual aid agreements that are already in effect among the Participating Cities; and <br />WHEREAS, a central fire dispatch center located at the proposed West Shore <br />Hospital facility would improve fire and EMS response for all of the Participating Cities <br />and improve efficiencies in meeting the needs of the areas residents; and <br />WHEREAS, the operation of a central fire dispatch center has been facilitated by <br />the donation of space for such a facility at the site proposed at West Shore Hospital, the <br />Council of Governments have determined that it is in the public interest to proceed with <br />such a centralized system and to continue forward planning for more opportunities to <br />share resources to improve services to the residents of the communities in the WCOG. <br />NOW, THEREFORE, in consideration of the covenants herein contained, it is <br />hereby agreed by and between the Participating Cities that to provide better, more <br />responsive and efficient operation of fire dispatch and providing essential services to their <br />residents, the Participating Cities named herein agree to the following: <br />1. That the City of Rocky River has been previously authorized to seek proposals <br />for equipping the central dispatch site and is hereby authorized on behalf of the <br />Participating Cities to award such contract to the vendor selected in accordance with the <br />City of Rocky River's procurement policies and procedures. <br />2. That the central fire dispatch center shall be located at West Shore Hospital in <br />space previously proposed, the description of which is on file with the officers of the <br />2 <br />
