That a fund shall be established through the WCOG and held by the WCOG. This fund will be used to collect operating funds for the central fire dispatch center from the Participating Cities and pay for the cost of operation, maintenance, initial equipment and other needs to continue and maintain the daily operations of the center. 4. The WCOG determines that it is in the interest of all of the Participating Cities in this central fire dispatch center that the employees who operate the center shall be employees of the City of Westlake and expenses for such employees shall be billed to the WCOG by the City of Westlake and paid from the fund established in paragraph 3 above. All employees shall be subject to employment policies, regulations, contracts and other employee provisions standard to the City of Westlake. 5. That each Participating City agrees to pay to the WCOG for the purchase of initial equipment and continued operations of the central fire dispatch center as set forth below: a. For the purchase of initial equipment and initial preparation of the center for operation; (i) Ten (10 %) percent of the initial cost shall be shared equally among the Participating Cities; (ii) The balance of the initial cost shall be divided between the Participating Cities using a formula percentage determined by the proportional relationship of the population of the Participating Cities and authorized manning of each Participating Cities' Fire Department. 3
