One -half (1/2) of the percentage shall be based upon population and <br />the other half based upon authorized fire manning numbers. The <br />percentages for such allocation of expenses is set forth in Exhibit "A" <br />attached hereto and incorporated by reference herein. <br />b. For continued operations, the formula used shall be that set forth in paragraph <br />a(ii) above as shown on Exhibit A attached hereto and incorporated by <br />reference herein. <br />c. The City of Westlake, on presentation by the Financial Officer of the WCOG, <br />shall pay the invoice for the initial equipment and initial preparation of the <br />center set forth in paragraph a above. The City of Westlake shall then present <br />an invoice to the Finance Officer of the WCOG for the balance of said <br />payment less its share pursuant to this Agreement. The Financial Officer of <br />the WCOG is hereby authorized to make quarterly payments on that invoice <br />based on a five (5) year amortization at the then current five (5) year T -Bill <br />rate of interest and to charge the other Participating Cities in their quarterly <br />dues billings for such payments for the purpose of reimbursing the City of <br />Westlake for the purchase of initial equipment and initial preparation of the <br />center. <br />6. That the Participating Cities may, by unanimous agreement, purchase through <br />the WCOG Fund established for the operation of the central fire dispatch center such <br />other equipment, supplies and ordinary operating costs as may be necessary for the <br />efficient operation of the center. <br />4 <br />
