CITY OF NORTH OLMSTED
Request For Proposal
Planning & Design Services for Creation of
Recreation Plan
The City of North Olmsted invites your proposal to provide planning and design services for the
creation of a Recreation Plan for the City.
North Ohnsted is a community of approximately 34,000 on Cleveland's west side which
experienced rapid growth in the 1960's and 1970's. The City's Recreation Center was
constructed in 1975 to serve the growing population. Today, the community is largely built out
and faced with issues of redevelopment and aging infrastructure, including its recreational
facilities.
During the Master Plan process in 2004, community members described challenges in the City
related to lack of past planning and aging facilities. In particular, residents felt that the City's
recreational facilities, specifically the Recreation Center, must be updated or renovated in order
to be competitive with other communities in the region. Also, participants described how in the
past, the City has taken a reactive position to maintenance and improvements of parks and
recreation facilities with no long term plan in place. The City believes that this situation can be
dramatically improved by taking a proactive approach involving the community in a planning
process geared towards long -term solutions.
The following pages provide the instructions for preparing and submitting a proposal as well as
the proposal evaluation procedures and criteria to be used in the selection of a consulting firm for
the project.
