CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2005 — 78 <br />BY: Mayor O'Grady <br />AN ORDINANCE CREATING NEW SECTION 167.021 OF <br />CHAPTER 167 OF THE ADMINISTRATIVE CODE ENTITLED <br />"DEPARTMENT OF PERSONNEL AND ADMINISTRATIVE <br />SERVICES," FOR THE PURPOSE OF CREATING A NEW <br />POSITION OF "EMPLOYMENT SPECIALIST," ELIMINATING <br />ONE SECRETARY POSITION, AND OTHERWISE CLARIFYING <br />THE STAFF POSITIONS WITHIN THE DEPARTMENT'S <br />ORGANIZATIONAL CHART, AND FURTHER AMENDING <br />SECTION 153.01 OF CHAPTER 153 OF THE ADMINISTRATIVE <br />CODE, ENTITLED "CIVIL SERVICE COMMISSION," TO RENDER <br />SAID SECTION CONSISTENT WITH THE FOREGOING <br />REORGANIZATION OF THE DEPARTMENT OF PERSONNEL <br />AND ADMINISTRATIVE SERVICES. <br />WHEREAS, the Director of Personnel and Administrative Services desires to <br />reorganize the staff of her Department in order to provide personnel and administrative <br />services to the City government in a more efficient and effective manner; and <br />WHEREAS, the Civil Service Commission desires clarification of the status of <br />the Secretary to the Director of Personnel and Administrative Services when such <br />Secretary provides secretarial services to the Civil Service Commission; and <br />WHEREAS, the Director of Personnel and Administrative Services has <br />accordingly recommended that the Staff of her Department be reorganized so that it <br />consists of two positions, first, a Secretary to the Director, who may also be appointed by <br />the Civil Service Commission to be its Secretary; and secondly, an Employment <br />Specialist, replacing one of the two current secretarial positions in the Department, who <br />shall have professional qualifications, either through education or employment <br />experience, and shall assist the Director in administering the following City programs: <br />risk management, employee health care and benefits, workers compensation, drug and <br />alcohol testing, and the Family and Medical Leave Act ( "FMLA "); and <br />WHEREAS, it is the desire of this Council to act upon the recommendations of <br />said City administrative official and to create the said new full -time position within the <br />organizational chart of the Department of Personnel and Administrative Services, <br />eliminate one full -time secretary position, and to otherwise reorganize the Staff positions <br />in said Department as recommended; and further to amend Section 153.01 of the <br />Administrative Code to render it consistent with the foregoing organizational changes in <br />the Department of Personnel and Administrative Services; <br />
