y <br />Ordinance No. 2005 -78 <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLSMTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That there is hereby created new Section 167.021 of the North <br />Olmsted Codified Ordinances, entitled "Department of Personnel and Administrative <br />Services." Said new Section 167.021, as created, shall read in its entirety as follows: <br />"167.021 DEPARTMENT STAFF. <br />(a) There shall be, within the Department of Personnel and Administrative <br />Services, two full -time positions entitled, respectively, "Secretary" and <br />"Employment Specialist," each appointed by and serving at the pleasure <br />and under the supervision of the Director of Personnel and Administrative <br />Services. <br />(b) The Secretary shall be secretary to the Director, and shall provide <br />clerical and secretarial services to the Director. His duties shall also <br />include providing secretarial services to the Civil Service Commission, if, <br />with the consent of the Director, the Civil Service Commission appoints <br />him to serve as Secretary to the Civil Service Commission. He shall also <br />provide such other services and perform such other duties consistent with <br />his position as may be required by the Director. <br />(c) The Employment Specialist shall provide professional assistance to the <br />Director in administering the following Department programs: risk <br />management, employee health care and benefits, workers compensation, <br />drug and alcohol testing and Family and Medical Leave Act ( "FMLA "). <br />The Employment Specialist shall have either a four -year degree from an <br />accredited college or university, with major course work in human <br />resources management, public administration or a related field, or shall <br />have equivalent employment experience in the human resources field <br />consisting of either a minimum of five (5) years personnel experience or a <br />minimum of three (3) years government agency personnel experience. <br />She shall provide such other administrative services and perform such <br />other duties consistent with her position as may be required by the <br />Director." <br />SECTION 2: That Section 153.01 of Chapter 153 of the Administrative Code, <br />entitled "Civil Service Commission, " which presently reads as follows: <br />"153.01 ORGANIZATION AND SECRETARY. <br />The Civil Service Commission previously created by the Charter in Article <br />VI, Sections 1 through 7, inclusive, with three members appointed by the <br />Mayor for six -year terms, shall elect a chairman by majority vote and may <br />appoint a secretary, who shall not be a member of the Commission. If the <br />Commission does not exercise its authority to appoint a Secretary to the <br />Civil Service Commission, then the Director of Personnel and <br />Administrative Services shall assign a member of his or her staff to <br />perform secretarial duties for the Commission." <br />2 <br />
