CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2005 - 76 <br />BY: Mayor O'Grady <br />A RESOLUTION AUTHORIZING AND DIRECTING THE <br />DIRECTOR OF LAW TO ENTER INTO NEGOTIATIONS WITH <br />THE FIRST INTEGRATED REGIONAL SENIOR <br />TRANSPORTATION (F.LR.S.T.) CONSORTIUM FOR A LEASE OF <br />THE CITY'S REAL PROPERTY ON BUTTERNUT RIDGE ROAD, <br />FORMERLY THE SITE OF THE SPECIAL HORIZON EARLY <br />INTERVENTION CENTER, AS A CALL AND DISPATCH CENTER <br />FOR TRANSPORTING ELDERLY AND DISABLED PERSONS; <br />FURTHER AUTHORIZING THE MAYOR, ON BEHALF OF THE <br />CITY, TO ENTER INTO THE LEASE NEGOTIATED BY THE <br />DIRECTOR OF LA W, AND DECLARING AN EMERGENCY. <br />WHEREAS, the City owns certain real property on Butternut Ridge Road, <br />identified as Permanent Parcel Numbers 235 -6 -9, 235 -6 -10 and 235 -6 -11, which the City <br />purchased with Community Block Development Grand ( "CDBG ") funds and which was <br />leased by the City from 1989 to 2004 to Horizon Activities Center, a non - profit <br />organization, for use as an early intervention center for disabled children; and <br />WHEREAS, said property was also for a short time utilized as the site of Special <br />Children First, another non - profit organization, also serving the needs of disabled <br />children; and <br />WHEREAS, Horizon Activities Center vacated the premises in 2002 and Special <br />Children First recently terminated its operations, and the said City -owned real property is <br />now vacant and not being used for the purpose for which it was purchased; and <br />WHEREAS, a committee composed of the Director of Human Resources, the <br />Director of Planning and the Director of Law met to consider any and all possible new <br />uses and tenants for the said real property, and recommended to the Mayor that the real <br />property should continue to be used for its original purpose, to -wit: providing services to <br />the elderly and/or the disabled; and <br />WHEREAS, First Integrated Regional Senior Transportation ( "F.I.R.S.T. ") <br />consortium is a partnership between the North Olmsted Commission on Paratransit, Inc. <br />( "NOCOP "), Quality Communities Partnership, Inc. ( "QCP "), and Southeast Senior <br />Transportation ( "SEST "), which desires to lease the said City -owned real property on <br />Butternut Ridge Road for the purpose of operating a call and dispatch center for <br />transporting elderly and disabled persons to and from destinations in the F.I.R.S.T. <br />regional area; and <br />
