The user rates shall be broken down as follows: (1) A portion will be established to cover the costs incurred for the operation, maintenance and replacement of the system. (2) A second portion will be established to cover costs of debt reduction and capital improvements. All revenues shall be deposited in the Sewer Revenue Fund.
