CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2005 - 57 <br />By: Mayor O'Grady and Entire Council <br />A RESOLUTION OPPOSING CUTTING THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT (CDBG) PROGRAM AND OTHER PROGRAMS AS <br />PROPOSED BY PRESIDENT BUSH, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Community Development Block Grant Program (CDBG) has been in <br />existence since 1974 and is celebrating 31 years providing local government with the resources <br />required to meet the needs of persons of low and moderate income; and <br />WHEREAS, the Mayor and the Council of the City of North Olmsted recognize that the <br />CDBG is a partnership among government, business, and nonprofit community organizations and <br />that the services funded by the Program, administered by Cuyahoga County and often delivered by <br />local nonprofit organizations and municipalities, rely heavily on the combined efforts of this <br />partnership; and <br />WHEREAS, under the current system 268,984 low- moderate income residents of Cuyahoga <br />County are eligible for services through the CDBG program; and <br />WHEREAS, under the proposed plan most if not all of these residents would be ineligible <br />for services which would limit job creation to low - moderate income residents of Cuyahoga County; <br />and <br />WHEREAS, the total CDBG funding received in FY 2005 by all jurisdictions in Cuyahoga <br />County is $39,142,799; and <br />WHEREAS, with the proposed cuts Cuyahoga County would no longer be able to provide <br />services and programs including the Exterior Maintenance Program, Storefront Renovation Program, <br />business development loans, affordable housing services, and competitive Municipal Grants, which <br />allow communities to repair aging infrastructure; and <br />WHEREAS, CDBG's greatest strength is its approach to solving problems through locally <br />driven, citizen participation process; and <br />WHEREAS, President Bush's proposed Budget would eliminate the CDBG, Section 108 <br />Loan, and the Brownfield Economic Development Initiative (BEDI) programs; severely impacting <br />the County's ability to provide necessary services to low - moderate income individuals and <br />businesses throughout Cuyahoga County. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMS TED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the City of North Olmsted hereby stands opposed to the proposed <br />elimination of the CDBG Program and other programs that serve Cuyahoga County residents so well. <br />
