{5 <br />Mutual Agreement for Technical Assistance <br />Between the North Olmsted and <br />Cuyahoga Soil and Water Conservation District <br />Purpose <br />EXHIBIT A <br />Recognizing the need for effective collaboration in carrying out mandated <br />responsibilities, especially related to the NPDES Storm Water Phase II permit, the City of North <br />Olmsted, hereafter referred to as the "City" and the Cuyahoga Soil and Water Conservation <br />District, hereafter referred to as the "District" accept this agreement as the document that <br />describes the process for exchange. Cooperation between these two units of government <br />facilitates solutions to problems encountered by the City as it plans for the <br />development /redevelopment and conservation of its natural resources, as well as, water quality <br />improvements. In malting technical assistance and expertise available to the City, the District <br />hopes to influence local planning and regulatory capability toward better conservation of soil and <br />water resources. The Ohio Revised Code, Ch 1515, describes the District's authority for <br />engaging in this Mutual Agreement. <br />For ease of understanding, this agreement is arranged according to the order of the Six <br />Minimum Controls for the National Pollutant Discharge Elimination System (NPDES) Phase H <br />for Storm Water as defined with the Ohio Revised Code 3745 -39 -04 (B)(1) through (6). The <br />activities outlined herein represent Year 2 of the City's storm water management plan. <br />Project Tasks <br />The District will work with the city to establish, by mutual consent, a program aimed at <br />development /redevelopment and conservation of its natural resources and water quality <br />improvements. In addition, the District will assist the City with implementation of its Storm <br />Water Management Plan, specifically related to Minimum Control Measures 1 and 2. <br />Educational information will focus on the City in relationship to the Rocky River and Lake Erie <br />watersheds. <br />Project Fees <br />An annual conservation appropriation of $2500, which will be invoiced upon signing the <br />Agreement, will be provided to the District. <br />District's Role Related to Public Involvement and Public Education Activities <br />Minimum Control Measures 1 &2 <br />The District will work with the City to provide the agreed upon services listed in this MOU. The <br />goal of the public involvement and public education program (PIPE) is to reach diverse stakeholders, <br />including city residents, city staff, school children, and senior citizens, etc. <br />NPDES Phase II -MOU 2005 <br />Cuyahoga SWCD & North Olmsted <br />r <br />
