{5 Mutual Agreement for Technical Assistance Between the North Olmsted and Cuyahoga Soil and Water Conservation District Purpose EXHIBIT A Recognizing the need for effective collaboration in carrying out mandated responsibilities, especially related to the NPDES Storm Water Phase II permit, the City of North Olmsted, hereafter referred to as the "City" and the Cuyahoga Soil and Water Conservation District, hereafter referred to as the "District" accept this agreement as the document that describes the process for exchange. Cooperation between these two units of government facilitates solutions to problems encountered by the City as it plans for the development /redevelopment and conservation of its natural resources, as well as, water quality improvements. In malting technical assistance and expertise available to the City, the District hopes to influence local planning and regulatory capability toward better conservation of soil and water resources. The Ohio Revised Code, Ch 1515, describes the District's authority for engaging in this Mutual Agreement. For ease of understanding, this agreement is arranged according to the order of the Six Minimum Controls for the National Pollutant Discharge Elimination System (NPDES) Phase H for Storm Water as defined with the Ohio Revised Code 3745 -39 -04 (B)(1) through (6). The activities outlined herein represent Year 2 of the City's storm water management plan. Project Tasks The District will work with the city to establish, by mutual consent, a program aimed at development /redevelopment and conservation of its natural resources and water quality improvements. In addition, the District will assist the City with implementation of its Storm Water Management Plan, specifically related to Minimum Control Measures 1 and 2. Educational information will focus on the City in relationship to the Rocky River and Lake Erie watersheds. Project Fees An annual conservation appropriation of $2500, which will be invoiced upon signing the Agreement, will be provided to the District. District's Role Related to Public Involvement and Public Education Activities Minimum Control Measures 1 &2 The District will work with the City to provide the agreed upon services listed in this MOU.
