3. The City will provide assistance to the program coordinator related to activities such as improvement <br />days, drain stenciling, Home Days, and other public involvement activities. City is responsible for <br />staffing booths and/or leading activities. <br />4. The City will submit its annual report to the Ohio EPA pursuant to its MS4 Permit, <br />Agreed Procedures <br />• That the SWCD is a conservation technical and education service agency and therefore is not granted <br />regulatory authority in the Ohio Revised Code. <br />• That the working relationship will be defined to include lines of communications with appropriate <br />departments. The District and the City will meet at least once a year to coordinate a work plan and <br />exchange information. <br />• That the City and the SWCD will meet when necessary to review and coordinate activities and <br />programs with the aim of developing a multi- discipline approach to resource management. <br />• That the standards and specifications developed by the City shall take precedence in planning and <br />application of conservation measures. Where the City's policies are moot, the Natural Resources <br />Conservation Service and ODNR Rainwater and Land Development will be used in planning and <br />application of conservation measures. <br />• That all parties will review quality of service and address concerns as they arise. <br />• That credit will be given jointly to the SWCD and the City in natural resource / NPDES Phase II <br />related publications prior to publication. <br />• That this working agreement may be amended or terminated at any time by mutual consent of both <br />parties, and the agreement may be terminated by either party giving sixty (60) days notice in writing <br />to the other. <br />• All services of the District are offered on a non - discriminatory basis without regard to race, age, <br />marital status, handicap or political persuasion. <br />• The City recognizes the District's obligation to make its reports and other written materials available <br />to the public on request in accordance with the Ohio Public Records Act.. <br />The tenor of this agreement shall be from January 2005 to December 2005 <br />In witness thereof, the Memorandum executed and agreed to on the day, month and year written: <br />Cuyahoga Soil & Water <br />Conservation District <br />MI <br />Title Ruth Skuly, Chair <br />Date <br />City of North Olmsted <br />IC <br />Title Norman T.
