a. <br />Determination of the Long Term Feasibility of <br />Transporting Unstabilized North Olmsted Biosolids to the North Royalton <br />Composting Facility <br />and <br />Composting the transported biosolids with Unstabilized North Royalton Biosolids <br />Pilot Test Plan of Study Revision No. 1 <br />By providing composting services to the City of North Olmsted, the City of North <br />Royalton would be able to obtain a new source of revenue while more fully utilizing the <br />capacity of its biosolids composting facility. Therefore, the City of North Royalton <br />would be able to obtain funds needed to service the debt incurred for construction of the <br />biosolids composting facility during the next five years. <br />By obtaining composting services from the City of North Royalton, the City of <br />North Olmsted would be able to reduce its annual wastewater treatment plant operating <br />cost by achieving a lower total biosolids transportation and disposal cost. Therefore, the <br />City of North Olmsted would be able to make more efficient use of the revenues <br />generated by its existing sewer user rate during the next five years. <br />The revised pilot testing work still envisions the originally implementation phase <br />activities. The implementation phase activities would include, but may not be limited to, <br />the following: <br />1. Preparation of a report to be jointly submitted by both municipalities to the <br />Ohio EPA for review and concurrence; <br />2. Preparation of a formal amendment of the Ohio EPA- approved City of North <br />Royalton Sludge Management Plan, if required; <br />3. Preparation of a formal amendment of the Ohio EPA - approved City of North <br />Olmsted Sludge Management Plan, if required; <br />4. Negotiation of a biosolids composting services agreement between both <br />municipalities; and <br />5. Approval of the negotiated biosolids composting services agreement by both <br />city councils and directors of law. <br />II. INTENT OF THE REVISION TO THE APRIL 13,2001 PLAN OF STUDY <br />The April 13, 2001 Plan of Study was designed to generate the following data and <br />information: <br />1. Determine the optimum amount of unstabilized North Olmsted biosolids to be <br />. transported to the North Royalton composting facility per haul and per day; <br />2. Determine the optimum solids concentration of unstabilized North Olmsted <br />biosolids transported to the North Royalton composting facility; <br />3. Determine the most efficient operational strategy of the North Royalton <br />composting facility based on the optimum amount of unstabilized North <br />Olmsted biosolids transported per haul and per day; <br />CompostPOS- Revl.doc Page 2 of 6 Scptembcr 6.2001 <br />
