Determination of the Long Term Feasibility of <br />Transporting Unstabilized North Olmsted Biosolids to the North Royalton <br />Composting Facility <br />and <br />Composting the transported biosolids with Unstabilized North Royalton Biosolids <br />Pilot Test Plan of Study Revision No. I <br />4. Determine the ability of the existing North Royalton compost sales program to <br />dispose of the additional compost volume generated by the processing of <br />unstabilized North Olmsted biosolids at the North Royalton composting <br />facility; <br />5. Determine the long -term ability of the North Royalton composting facility to <br />produce Class A EQS biosolids over a five year period; and <br />6. Confirm the expected economics of both municipalities. <br />The work completed since April 2001 has provided sufficient and satisfactory <br />information to make positive determinations for items 1 through 5 above. However, <br />additional pilot testing work is needed to generate cost data in order to provide sufficient <br />and satisfactory information for item 6. <br />III. PILOT TEST PLAN OF STUDY <br />The Plan of Study includes two groups (i.e. tasks) of activities. The first group of <br />activities is a two -week data collection period during which the long term economic and <br />technical feasibility of the pilot test would be determined. The second group of activities <br />would be those required to show to the economical and technical feasibility of a long- <br />term effort and to obtain administrative approvals by the legislative bodies of both <br />municipalities and by the Ohio EPA if it is economically and technically feasible to do <br />SO. <br />The Task 1 activities are those needed to generate the data and information <br />necessary to determine if it is economically and technically feasible for the City of North <br />Olmsted to transport unstabilized biosolids to the City of North Royalton composting <br />facility for stabilization by the City of North Royalton. Therefore, the Task 1 activities <br />will define the. technical boundaries of any such long -term operation based on the <br />following: <br />1. The current wastewater treatment staffing levels of both municipalities; <br />2. The current biosolids treatment capabilities at the wastewater treatment plants <br />operated by both municipalities; <br />3. The current biosolids transportation capabilities of the City of North Olmsted; <br />4. The capabilities of the current City of North Royalton compost sales program <br />to dispose of additional quantities of stabilized biosolids; <br />5. The confirmation of the long -term operation and cost assumptions of both <br />municipalities that led to the undertaking of the pilot test. <br />CompostPOS- Revl.doc Page 3 of 6 September 6, 2001 <br />
