<br />5. PROPOSAL FORMAT <br />All proposals shall contain the following: <br />A. Cover letter <br />• The letter shall review the highlights of the proposal and stating the name, <br />address, and telephone number of the proposing attorney and/or law firm. <br />• The letter must be signed by the person having the authority to make the proposal <br />for the firm. <br />B. Qualirications. <br />• Firm profile, including client representation philosophy <br />• Areas of law in which Attorney ar Firm specialize <br />• References <br />• Key personnel assigned to municipal projects <br />C. Scope of Services and Billing. <br />• Project approach - The selected attorney and/or law firm will work cooperatively <br />with the Director of Law in all assigned representations. Proposals should include <br />a brief statement describing your approach to assigning personnel and to <br />collaborating and communicating with a City Director of Law. <br />• Hourly Rates for all Classes of Firm Personnel <br />• Out-of-pocket costs and expenses that are billed to client <br />• Usual method of client billing <br />• Billing review process and other internal audit procedures employed by firm to <br />insure that all bills submitted to client reflect services that are within the scope of <br />the representation, are required for effective representation, and are reasonable in <br />amount given the nature and extent of the client's legal interests involved. <br />6. AGREEMENT TO PROVIDE LEGAL SERVICES <br />A copy of the City's standard Outside Legal Services Agreement is attached hereto. Please <br />review the Agreement and, in your proposal, comment regarding your firm's willingness to enter <br />into and abide by an Agreement containing the terms and conditions set forth therein. <br />7. EVALUATION AND SELECTION <br />Sections 111.03 et seq. of the North Olmsted Codified Ordinances provides for the evaluation <br />and selection of professional service providers. The City of North Olmsted will assess <br />submissions based on the following criteria: <br />A. Competence of the firm to perform the required professional services as indicated by <br />the professional training, education and experience of the firm's personnel who would <br />be assigned to provide the services; <br />3 <br />
