<br />waived by the Planning Commission as not being applicable, the following: <br />(a) Topography at two-foot contour intervals of the proposed development area, including <br />property lines, easements, street right-of-ways and existing structures, trees and landscape <br />features existing thereon and a certificate, by a registered engineer or surveyor, of the gros <br />area of the development area in acres and square feet; <br />(b) The location of all structures in the development area to be removed and all structures lyin; <br />outside of the boundaries of the development area, located within 200 feet thereof; <br />(c) The number, location and arrangement of all proposed dwelling units; <br />(d) The proposed use of all private and common land; <br />(e) The location and arrangement of all dedicated streets, private driveways, and pedestrian <br />accessways; <br />( fl The number and arrangement of all open parking and service areas; <br />(g) The location of all site utilities; <br />(h) The location of all walls and other site features; <br />(i) The landscape design for the cluster area; <br />(j) The proposed forms of covenants rumiing with the land, deed restrictions (including those <br />with respect to the use of common land), and easements to be recorded and covenants <br />proposed for maintenance; and <br />(k) Such other relevant information as the Planning Commission and City Engineer may requii <br />The cluster site plan of a development area shall be prepared by professional persons qualified in t <br />planning of land development, building and landscape design. The architectural and engineering service <br />required for the preparation of the site plan shall be rendered by licensed professional persons. <br />(Ord. 90-125. Passed 5-21-91.) <br />1136.12 CLUSTER SITE PLAN REVIEW. <br />Upon receipt of a cluster site plan of a development area, the Building Official shall transmit a col <br />of the plan to the City Engineer and Safety Director for their review, report and recommendation. The <br />Building Off'icial shall also transmit a copy of all covenants, restrictions and easements to be recorded and <br />covenants for maintenance to the Law Director for his review, report and recommendation. T'he Law <br />Director, Engineer, Safety Director and Building Official shall each, within thirty days from receiving a pl, <br />of the development area, provide and fumish to the Planning Commission a report upon their respective <br />jurisdiction. <br />(a) Items covered in the aforementioned review shall include the following: <br />(1) City Engineer• That the site plan represents accepted engineering practice and that <br />improvements being proposed, including all streets, sidewalks, storm and sanitary <br />sewers, street lighting, water distribution, electric, telephone, and gas distribution <br />systems are in accordance with the provisions of the City Subdivision Regulations a <br />the respective utility company. <br />(2) Safety Director. That the street arrangement indicated on the cluster site plan meet; <br />the City's requirements for accessibility to emergency vehicles. <br />(3) Building Official. That the site plan represents accepted land planning principles <br />including the arrangement, sizes, and orientation of dwelling units and open space <br />areas; and that the plan meets a11 the requirements and critena contained in this <br />Chapter. <br />(b) A copy of all covenants, restrictions and easements to be recorded and covenants for <br />maintenance of common areas shall be submitted to the Law Director for his review and <br />recommendations. Specifically, the Law Director shall be concemed with the adequacy an <br />applicability of the following: <br />(1) Declaration of covenants, restrictions and easements including: <br />A. Scope and application; <br />B. Mutual reciprocal easements; <br />C. Members and voting rights in Homeowners Association; <br />D. Property rights within cluster areas; <br />E.
