F <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2007 - 57 <br />By: Mayor O'Grady and Council Member Jones <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF <br />PLANNING TO APPLY FOR A LIVABLE COMMUNITIES <br />INITIATIVE GRANT FROM THE NORTHEAST OHIO <br />AREAWIDE COORDINATING AGENCY (NOACA) IN ORDER <br />TO IMPROVE THE TRANSPORTATION NETWORK AND <br />STRENGTHEN COMMUNITY LIVABILITY IN NORTH <br />OLMSTED; FURTHER AUTHORIZING THE USE OF CITY <br />FUNDS FOR THE LOCAL MATCH; FURTHER <br />AUTHORIZING THE MAYOR TO ACCEPT THE GRANT, IF <br />AWARDED, AND TO EXECUTE A CONTRACT IF <br />REQUIRED; FINALLY AUTHORIZING THE DIRECTOR OF <br />PLANNING TO EXECUTE ALL OTHER NON-CONTRACT <br />DOCUMENTS NECESSARY TO EFFECTUATE RECEIPT OF <br />THE GRANT, AND DECLARING AN EMERGENCY. <br />WHEREAS, NOACA (Northeast Ohio Areawide Coordinating Agency) is offering grant <br />funds for the Transportation for Livable Communities Initiative, which supports planning <br />activities that improve the transportation network and strengthen community livability; and <br />WHEREAS, the proposed project for North Olmsted is the Great Northern Multi Modal <br />Transportation Plan, which will assess existing conditions for transit, bicycle networks, pedestrian <br />access, and streetscape, and propose improvements to these systems. The study area is bounded <br />by Butternut Ridge Road, Columbia Road/252, Brookpark Road, Lorain Road, and Dover Center <br />Road; and <br />WHEREAS, the City can apply for up to $75,000 and must provide a twenty percent <br />(20%) match. The cost estimate for this project is $80,000.00. Therefore, the grant request will <br />be for $64,000.00 and the local match will be $16,000.00. The Planning Director is contacting <br />area businesses seeking donations that would cover some or all of the City's local match; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning to apply <br />for a said NOACA Transportation for Livable Communities Initiative grant; to further authorize <br />the Mayor to accept the grant, if awarded, and to execute a contract if required; and to finally <br />authorize the Director of Planning to execute all other non-contract documents necessary to <br />effectuate receipt of the grant; <br />
