YFf/6/7 14-- <br />CITY OP NORTH OLMSTED POLICE DEPARTMLNT <br />TERMS AND C;ONDITIONS FOR TOW COMPANIES <br />NON-CONSENSUAL POLICE TOWS <br />Whereas City Council has expressed its desire that any towing agency effectuating <br />non-consensual police tows conduct its business in an ethical, orderly manner, and <br />endeavoring to obtain and lceep the confidence of the community, the following rules <br />goveriiing towing agencies are adopted. <br />All towing companies beiiig utilized by the North Olmsted Police Department for the <br />purpose of non-consensual police tows are reqllired to certify that they are coinplylllg aIld <br />will comply with the following terms and conditions. These terms and conditions will <br />apply only to non-consensual police tows which are defined as a tow mandated as the <br />result of an arrest, a motor vehicle accident where the vehicle is a traffic hazard or the <br />driver was injured and transported to the hospital, or other situation where the Police <br />Department for the purpose of public safety or enforcement orders a vehicle to be towed <br />and impounded. <br />A. TOWING COMPANY REQUIREMENTS <br />1. The towing company shall be available 24 hours a day tYuoughout the calendar <br />year. <br />2. The towing company :shall have available at least two fully equipped wrecker <br />units. <br />Each unit shall meet the following minimum requireineilts. <br />a. Each v,neclcer and its equipment must be of sufficient capacity to <br />safely handle the vehicle beiiig towed. <br />b. The lifting and towing devices shall be designed and used to permit <br />vehicles to be handled without inflicting damage. All vehicles are to <br />be towed in accordance with recommended towing procedures <br />established by the manufacturers of both foreign and domestic vehicles. <br />c. Tow plates or sling attaclunents chaiils and hoolcs shall be of sucli <br />structural strength that individual chains will have the capacity to hold <br />the weight of the towed vehicle. No less than two cllains shall be used. <br />Vehicles with grouild effect spoilers or rubber bumpers will be <br />wlleel-towed or hauled on a flat bed truclc. <br />?, , ,
