CHAPTER 112 <br />PERSONAL SERVICE CONTRACTS <br />112.01 STATEMENT OF PURPOSE. <br />The purpose of this Chapter is to establish a local process that will enable City officials to obtain <br />the highest quality personal services at a fair and reasonable cost to the City. <br />112.02 APPLICABILITY. <br />The provisions of this Chapter shall apply to all expenditures for personal services by City <br />administrative officials, and/or City boards and commissions. Every administrative official and <br />every board or commission of the City desiring to expend funds for personal services may do so <br />only pursuant to written contract and in accordance with the provisions of this Chapter. <br />112.03 DEFINITIONS. <br />As used in this chapter: <br />(a) "Board" means any board or commission of the City. <br />(b) "City" means the City of North Olmsted. <br />(c) "Director" means the Director of any Department of the City. <br />(d) "Firm" means any person, company, partnership, corporation, limited liability <br />company, or other entity in the business of providing, and legally authorized <br />under the laws of the State of Ohio to provide, services. <br />(e) "Personal service" means the service of an offeree who is vested with discretion <br />in accomplishing an assigned task because his or her skills, knowledge, <br />experience, and expertise are unique to the subject matter of a contract and could <br />not be duplicated by others not similarly qualified. "Personal service" shall not <br />include any service that, under Article VIII, Section 6 of the Charter, may be <br />made only pursuant to a contract awarded following competitive bidding. <br />( fl "Professional service" means a personal service provided by an accountant, <br />architect, attorney, professional engineer, landscape architect, surveyor, or other <br />similar person or firm who is required to be registered or licensed by the State of <br />Ohio. <br />EXHIBIT A <br />
