<br />(g) "Project" means any proposed public work by the City, including but not limited <br />to capital improvements. <br />(h) "Proposal" is a written description of work to be completed for a project. <br />(i) "Qualifications" means all of the following: <br />(1) Competence of a firm to perform the required personal services as <br />indicated by the technical training, education and experience of the firm's <br />personnel, especially the technical training, education and experience of <br />the employees within the firm who would be assigned to perform the <br />personal services; <br />(2) Ability of the firm in terms of its warkload and the availability of qualified <br />personnel, equipment, and facilities to perform the required personal <br />services competently and expeditiously; <br />(3) Past performance of the firm as reflected by the evaluations of previous <br />clients with respect to such factors as control of costs, quality of work, and <br />meeting of deadlines; <br />(4) Other similar factors. <br />(j) "Service" means the furnishing of labor, time ar effort by a person or firm, not <br />involving the delivery of a specific end product other than a report which, if <br />provided, is merely incidental to the required performance. "Service" does not <br />include services furnished pursuant to employment agreements or collective <br />bargaining agreements. <br />112.04 PROJECTS; ADMINISTRATIVE DUTIES. <br />Every director or board proposing to obtain personal services for a project shall first do all of the <br />following: <br />(a) Develop a preliminary scope of services and project description; <br />(b) Create a selection committee consisting of at least three City administrative officials. <br />The selection committee should consist of a mix of decision-makers and individuals with <br />relevant technical experience. All members of the selection committee should be provided with <br />a copy of and become familiar with the provisions of this Chapter; and <br />(c) Identify interested and potential firms that may provide the necessary personal <br />services. <br />112.05 PERSONAL SERVICES CONTRACTS INVOLVING EXPENDITURES OF <br />TWENTY-FIVE THOUSAND DOLLARS ($25,000.00) OR LESS. <br />(a) Where desired outside personal services will involve an expenditure of twenty-five <br />thousand dollars ($25,000.00) or less, the director or board may select a firm and negotiate a <br />contract utilizing any process chosen by the director or board so long as such process is designed <br />2 <br />??....?. ,. : . .? ._ ?.? . ???.???. ? ?,. .., . ?.... ?. ?. :.. _ ?> .?
