. ? ??? ,?_~ ?. <br /> <br />.,? ?. <br />, <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2007 - 79 <br />BY: Mayor O'Grady <br />AN ORDINANCE EXTENDING FOR A SIXTY DAY PERIOD THE <br />TEMPORARY, PART-TIME FIRE ADMINIS TRA TOR POSITION IN THE <br />NORTH OLMSTED FIRE DEPARTMENT CREATED BY ORDINANCE <br />NO. 2006-157, AND DECLARING AN EMERGENCY. <br />WHEREAS, this Council, on September 12, 2006, adopted Ordinance No. 2006-157, <br />which created a temporary, part-time fire administrator position in the Fire Department; and <br />WHEREAS, Ordinance No. 2006-157 specified that the temporary position would <br />terminate on the earliest of the following three events: (1) one hundred twenty (120) days from <br />the date of said temporary appointment, (2) the return of the present Assistant Fire Chief to duty, <br />or (3) the appointment of a new Assistant Fire Chief; and <br />WHEREAS, as the result of circumstances beyond the control of the City <br />Administration, the Assistant Fire Chief never returned to duty, but did not officially retire until <br />February 27, 2007, and this Council accordingly, at the request of the Fire Chief and the Director <br />of Public Safety, adopted Ordinance No. 2007-24, effective March 6, 2007, extending the <br />temporary position for an additional one hundred twenty additional days, which was estimated to <br />be the time needed to conduct a civil service examination, create an eligibility list and appoint a <br />new Assistant Fire Chief; and <br />WHEREAS, the civil service examination was advertised and conducted, but, in an <br />unprecedented development here in North Olmsted, not one captain ar lieutenant applied for the <br />promotion, and only fire fighters took the promotional examination; and <br />WHEREAS, the next Assistant Fire Chief will necessarily be a fire fighter with no fire <br />department management experience, and it is anticipated that this new Assistant Fire Chief will <br />be appointed in accordance with law within thirty days following June 19, 2007, which is the <br />date that it is expected that the eligibility list will be approved by the Civil Service Commission <br />and a candidate certified to the Director of Public Safety; and <br />WHEREAS, the Directar of Public Safety and the Fire Chief desire authority to extend <br />the temparary position of Fire Administrator for sixty days because of the lack of management <br />experience which the new Assistant Fire Chief will necessarily bring to this management <br />position, and so that the Fire Administrator may assist the new Assistant Fire Chief and mentor <br />him in his management duties; and <br />WHEREAS, it is the desire of this Council, acting upon the recommendation of the <br />Director of Public Safety and the Fire Chief, to accordingly extend the temparary position of the <br />part-time Fire Administrator to a date that is sixty days following the effective date of the <br />appointment of the new Assistant Fire Chief; <br />
