<br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2007 - 99 <br />BY: Council Member Gareau <br /> <br />AN ORDINANCE DISPENSING WITH A FORMAL RFP PROCESS AND <br />A UTHORIZING THE MA YOR TD ENTER INTO AN A GREEMENT <br />WITH R. C. U. ARCHITECTS, INC. TO PRO VIDE ARCHITECTURAL <br />DESIGN SERVICES FOR THE NORTH OLMSTED BRANCH LIBRARY <br />IMPROVEMENT PRO.JECT AND DECLARING AN EMERGENCY AS <br />AMENDED. <br />WHEREAS, the CLiyahoga County Public Library ("CCPL"), in conjunctiou with <br />North Olmsted City officials, has proposed the following improvements to the City's branch <br />library: modify the children's area to feature early childhood development; add a utilitarian, <br />multi-purpose meeting room to the basement; add a homework center to the basement; and <br />add a privacy fence/screening between the Library and the City's service yard; and <br />WHEREAS, fiinding for the said proposal is available froin the Library Corlstruction <br />Fwid, which has a balance of approximately $954,000.00; and <br />WHEREAS, R.C.U. Architects, Ine. ("RCU") has, at request of CCPL, already <br />completed preliminary designs and received library and city feedback for the above proposal, <br />and is accordingly uniquely qualified to continue with design development and preparatioii of <br />construction doctunents; and <br />WHEREAS, tlie City has worl<ed successfully with RCU in the past; and <br />WHEREAS, after committee review, the Council desires to expand the contract for <br />services to R.C.U. to include design services for a pick-up window addition, which will be <br />reflected in the professional services agreement entered into between the city and R.C.U. <br />WHEREAS, Section 111.08 of the Administrative Code provides that personal <br />services, including professional services, may be obtained by the City without following the <br />formal RFP process established by Section 111.03 et seq. of the Administrative Code, when it <br />is beneficial to do so due to a continuiilg relationship between the City and a professional <br />services provider; a11d <br />6VHEREAS, it is aceordingly the desire of this Council, in light of the continuing <br />professional re(ationship between the City, CCPL and RCU with respect to the North Ollnsted <br />Bi-anch Library Improvement Project, to authorize the Mayor to enter into an agreenlent with <br />RCU, for the purpose of providing architectural design services for the North Olmsted Braneh <br />Library Improvement Project; <br />
