The committee shall consist of 14 empioyees who must be <br />participants in one of the City's current health care pians and who have been setected from <br />the following employee groups:1 from Corrections, 1 from Dispatch, 2 frorn <br />Clerical/Technical, 2 from Service, 2 from Fire, 2 from Police, 2 fram NOMBL, and 2 fram <br />non-bargaining unit employees. The employer shall provide two advisors or facilitators to <br />assist the employee committee regarding health care issues. <br />The committee shall be required to review the City's current health care plans, <br />including its plans for medical, dental and vision benefits, and adopt new or revised plan or <br />plans that are competitive in the health care market and that will achieve the goals of <br />promoting cost cantainment within the plan and minimizing premium contributions by <br />employees. <br />In fulfilling ifis mission, the committee shall consider office co-pays, prescription drug <br />rates, deductibles, maximum out-of-pockets, wellness programs and such other plan <br />attributes and other related matters that wiil achieve the goals set forth above. <br />Within six (6) months following its first meeting, the committee shall vote upon <br />proposed new or revised health care plan or plans that meet the goals set forth abave, (f <br />a majority of all members of the committee approve such proposed new or revised plan or <br />plans, then such plan or plans shall become the City's plan or plans, and the Employer <br />shafl be authorized and directed to implement the plan or plans. <br />If the committee, however, fails within six months after its frst meeting to approve a <br />new or revised plan or plans, then the Employer shall be authorized to submit the matter to <br />27
